Article | Psychiatric Apartheid, By Sally Satel hours of direct health related service hours to africanamerican clients, according blamed, somehow, for the patients' problems. San Francisco general has no http://www.sallysatelmd.com/html/a-wsj15.html
Extractions: The Wall Street Journal By Sally Satel "As a member of the White group, what responsibility do you hold for the racist, oppressive, and discriminating manner by which you personally and professionally deal with minorities?" asks a popular textbook for psychotherapists, "Counseling the Culturally Different." Welcome to the world of multicultural therapy. The idea behind multicultural therapy, or "cultural competence," as it is sometimes called, is that human identity is primarily culture-dependent. The theory presumes that if therapist and patient are members of different groups, especially racial groups, they will experience miscommunication and mistrust. The therapist must therefore learn a different set of rules for treating patients of each different race. The notion of treating patients according to their racial or ethnic groups has gained increasing acceptance in recent years. Multicultural therapy pops up regularly on the conference-and-workshop circuit and is the subject of a growing list of scholarly books. It is also an increasing part of mental health training: Only a handful of counseling programs required multicultural counseling courses in the 1970s and early 1980s, but recent surveys have found that 42% to 59% of counseling programs currently require such a course. The American Psychological Association, the American Psychiatric Association (which is meeting this week in New York), and the federal government's Public Health Service have all gotten on the multicultural bandwagon, publishing treatment guidelines for racial and ethnic groups.

Extractions: Looking For Books About Maryland? Click Here! The Great Seal of Montgomery County Montgomery County was created from Frederick County by resolve of the Constitutional Convention of 1776 and named for Revolutionary War General Richard Montgomery (1738-1775), an Irish officer who had served in the British Army during the French and Indian War and later settled in New York State. General Montgomery was killed on December 31, 1775, at the age of thirty-seven, leading an attack on Quebec. Benedict Arnold succeeded his command. The Great Seal of Montgomery County uses some elements of the family arms of General Richard Montgomery. It was designed and approved by the College of Arms in London, England, and officially adopted by bill 38-76, enacted by the County Council on October 5, 1976 at the request of the County Executive. The gold fleur-de-lis in the two quarters of the seal are reminders of the French ancestry of the Montgomery family. The gold rings with blue gemstones in two quarters of the seal proclaim royal favor and protection and are also found in the Montgomery family coat of arms. Below the bottom two quarters is written, "Gardez Bien" which translated means, "Guarded Well". To the left side of the bottom quarters is written "17" and to the right side, "76", depicting 1776, the year in which the county was created. Circular in shape, the seal also contains the words, "Montgomery County" along the top edge, and "Maryland" along the bottom edge.

Above the fireplace in the Old Senate Chamber is a painting by Charles Willson Peale, titled, Washington, Lafayette and Tilghman at Yorktown. Washington Resigns at Old Senate Chamber Eight years earlier, George Washington, dressed in his blue uniform of a colonel in the Virginia militia, stood before Congress and accepted their commission as Commander-in-Chief of the Continental Army. At the time, Washington said, "I do not think myself equal to the command I am honored with." Now, on a cold December morning, two days before Christmas, he was before Congress again. Any doubts of that earlier day had all been laid to rest. As he stood to address Congress, his eyes were dimmed, his hands shaking, and his voice choked with emotion. At the age of forty-four, George Washington wanted now only to return to his beloved Mount Vernon to spend the remainder of his years. Several weeks earlier, On December 4, General Washington had bade farewell to his officers at Frances' Tavern in New York. It was a very emotional time for Washington, embracing some of the men, and shaking hands with others. Von Steuben was there, along with his trusted friends Henry Knox and Benjamin Tallmadge. As the day ended, Washington turned to take one last salute from the assemblage. He then set out for his journey to Annapolis, where Congress was in session.

Extractions: "In his complex and challenging book, A Right to Sing the Blues , Jeffrey Melnick seeks to interpret the narrative of 'Black-Jewish relations' within the context of the efforts of Jews in the American entertainment business to 'reorganize Jewishness as a species of whiteness'...Melnick's analysis is intriguing and provocative." James C. Cobb, Times Literary Supplement "Links between blacks, Jews and American popular music are the focus in a title which examines Jewish songwriters, composers and performers who made black music popular in the first few decades of this century. The focus on shared experiences between Afro-Americans and Jews draws some important connections between ethnic groups often at odds with one another." Bookwatch "This is fascinating reading for those interested in music history, relationships between blacks and Jews, and American popular culture." Vernon Ford, Booklist "Melnick uses the music industry to examine closely the nature of [the] ambivalent relationship [between Jews and African Americans]. Focusing on Jewish Tin Pan Alley song writers and performers such as George Gershwin, Irving Berlin, and Al Jolson, Melnick explores how they balanced an affinity for black music with the conscious effort to show how they were transforming what was seen as a lower form of culture into something more palatable for mass white audiences."
