State Superintendent Dr. Ed Richardson also addressed the crowd, unveiling the State Department of Education's new adequacy plan: R.E.A.C.H. (Realizing Every Alabama Child's Hopes). The plan, which calls for $1.6 billion in additional funding for Alabama's public school systems, was created to address the 1993 court order mandating that all public school students receive at least an adequate education. The money would be used improve education in general, more specifically to purchase textbooks, improve curriculum, fund staff development, hire more teachers, increase access to technology, and expand such successful programs as the Alabama Reading Initiative.
