Knowledge about these factors could be applied in the classroom to enhance the teaching of English literacy. The Aspire Curriculum: Professional Development for Bilingual and ESL Paraprofessionals As part of a career ladder project at the University of Central Florida, CAL has developed and field-tested a curriculum for the professional development of paraprofessionals who work with English language learners. CAL conducts workshops for such paraprofessionals and for staff developers to present the curriculum. Comprehensive Center, Region XIV

Extractions: Although one must always be cautious of a commerical equipment provider touting the success of its technology, this remote area of Alaska appears to have benefited a great deal not only from the advent of distance learning technology but also the creativity which the schools have shown in implementing it effectively. The North Slope of Alaska has the largest school district in the United States. It encompasses 88,000 square miles of frozen tundra with few accessible roads and 2,000 students scattered throughout the region. Many of the students are native Inupiat tribe members who receive some instruction in their own language. The school district uses videoconferencing to provide greater accessibility of instruction locally to students who might otherwise have to attend boarding schools. It also allows some of the Inupiat language teachers who are not formally certified to participate in classes through the University of Alaska toward their teaching certification.

Extractions: The Kodiak Island Borough School District, in close cooperation with our diverse island community, exists to provide an educational program of the highest standard that empowers all students to achieve personal and academic excellence while developing their full potential as responsible, productive citizens. Kodiak Island Borough School District (KIBSD), established in 1948, is a rural, public school district located on remote Kodiak Island, the second largest island in the United States, in the Gulf of Alaska. Kodiak Island Borough, which encompasses the entire island, has a population of 13,848. The island has only one, small city, Kodiak, where the majority of the population is concentrated. There are six outlying Alaska Native villages on the island, accessible only by boat or small plane. The village populations range from 41 to 276 persons. The only road system on the island is located near the City of Kodiak area and extends approximately 40 miles one way and 15 miles the other way from the City proper. The remainder of the island, with the exception of the six villages, is virtually uninhabited wilderness. Akhiok is located on the southern end of Kodiak Island and was once a sea otter hunting settlement. One hundred residents, 93.5% of whom are Alaska Native, live in Akhiok, an Alutiiq village dependent upon fishing and subsistence activities. Public sector employment and seasonal work provide cash flow into the community. KIBSD operates one school in Akhiok, attended by 14 students in grades K-12.

This program will be designed to explore technical options for interconnection, programmatic opportunities for simultaneously reforming schools and the education of educators, and the implications, for knowledge access and exchange, particularly in the sciences, of deploying computer-mediated communications through the Interior region. Fall, 1994 The network engineer will inventory, in collaboration with district and school personnel, districts' computing capacities, existing technology infrastructure, and potential level of infrastructure investment. Although all possible forms of network connection will be explored, particular attention will be paid to the possibilities of satellite-to-cable connections for opening the Internet to these rural sites. Winter, 1995 Consultations and collaborative inquiry will continue, as districts clarify the extent of their commitment - physically, financially, and programmatically - to this collaboration, and develop action-plans for technological deployment and educational improvement. District leaders expect to interact with each other and UAF colleagues from the central UAF campus, as well as those at the rural campuses through dial-up access during this planning period. Spring 1995 Circulation of ideas and plans for development will begin the physical and programmatic interconnection of these educators, across the educational continuum, in Fairbanks and Alaska's rural Interior. Progress and plans will be reported and shared externally, as well. Just as work-to-date in extending Internet access to our K-12 colleagues has been discussed and reported in national and international meetings (Smith, Keating and Li, 1989; Smith and Keating 1990; Keating and Smith, 1991; Keating and S mith, 1992; and Keating, 1992), I anticipate that the special case of rural Alaska 1) in terms of technological deployment; 2) the explicit attention to technologically linking schools and Schools of Education for systemic school improvement and simultaneously improving the education of educators, which goes well beyond the formal partnership envisioned by Goodlad and colleagues to regular, real-time communication and exchange, and; 3) the potency of this medium for improving science education through the connection of scientists and science educators with science teachers in schools - especially rural and remote school sites - will yield even more information about internetworked computing and communication in education which will be reported and shared in the appropriate communities.

The UT TeleLearning Center (UTTLC) at the University of Texas at Austin delivers six high school classes by audioconferencing . The classes include Health Science Technology Education, TeleLanguage (Spanish and German), TeleRap (a roundtable discussion for teenagers), and a special migrant student program called Algebra Across the Wire. All courses are approved by the Texas Education Agency, count toward graduation, and fulfill Texas essential elements. Algebra Across the Wire is funded by a Texas Education Agency Migrant Student Program contract. Migrant students usually withdraw from schools, attend classes in various states, and then return to their original school. Unfortunately, this often results in partial credits that do not count toward graduation. Therefore, Algebra Across the Wire offers an alternative credit option to secondary migrant students as they travel or attend summer school. For more information about this program, contact: Darcy Walsh Hardy, Ph.D., Director, UT TeleLearning Center, The University of Texas at Austin, EIMC, P.O. Box 7700, Austin, 78713. Extractions: Alaska Teacher Scholarship Program The Alaska Teacher Scholarship Program targets high school seniors graduating from rural districts. Superintendents typically nominate one or two graduates, who are eligible for a $7,500 per year loan at any accredited University to pursue their teacher certification. Students must agree to return to Alaska and teach in a rural district. A portion of the loan is credited back to the student s annually, so at the end of their six years they will have received the full amount of the initial loan plus interest. Search the W eb site or call the Alaska Commission on Postsecondary Education at 1-800 441-2962 for more information about the program. To be considered, contact your district superintendent. Source: www.state.ak.us/acpe Teacher Scholarship Loan (TSL) Program: This program is designed to encourage high achieving high school graduates to pursue a career in education. Only students who are currently enrolled in a teacher education program and interested in teaching in rural areas are eligible. Students may borrow up to $7,500 per year not to exceed a total of $37,500, for in-state or out-of-state study. These loans may be used to cover tuition, books, room and board, and transportation cost. Loans must be repaid within 15 years. Borrowers under the TSL program may be eligible for 100 percent loan forgiveness provided they are employed in a state-defined rural school district.
