Climate change impact on corals The coral reefs that surround many Pacific Islands not only ensure that there is a beautiful turquoise lagoon in which to swim, but also contribute to the wealth, health and safety of people living on those islands. Over the past decade or so there has been increasing media coverage of threats to the world's coral reefs but many people are rarely aware of the form those threats take. The reefs contribute significantly to the marine ecosystem and provide an environment in which a wide range of fish and other creatures live. In 1906 a survey "The Fishes of Samoa" was conducted by Jordan and Seale which described the islands as having the richest fish fauna in the world. Since then further studies have been carried out around both Samoa and American Samoa and in 1984 R.C. Wass produced "An Annotated Checklist of the Fishes of Samoa" in which he identified 991 species, about 40 of which are unique to the islands. Study components include ground water resources/quality evaluation, desalination technology evaluation and pilot program, future well field and treatment plant siting analysis and overall projected costs. Preliminary designs for the treatment plant and brine disposal are also developed. On a fast-track schedule to provide drought relief for two small south pacific islands, Livingston Associates designed reverse osmosis water treatment systems. These were designed as skid mounted systems for rapid construction and deployment to the American Samoa Power Authority in the U.S. Territory of American Samoa.

This ERIC Digest treats constitutional foundations of Congress, development of Congress, and World Wide Web resources for teaching about Congress. CONSTITUTIONAL FOUNDATIONS Disagreements about the structure, functions, and powers of Congress were prominent at the Constitutional Convention of 1787. Two proposals, the Virginia Plan and the New Jersey Plan, framed debates about Congress. In response to the impotence of Congress under the Articles of Confederation, both plans were designed to increase the power of the national government, including Congress. The Virginia Plan called for a two-house legislature: one to be elected by the people and the other to be chosen by the first house. The plan also called for proportional representation based on the population of each state. Delegates from states with small populations vehemently opposed the Virginia Plan because it diminished their power in Congress relative to the states with large populations. According to the New Jersey Plan, each state would continue to have equal representation in the unicameral Congress of the United States.
