The agency had been distributing boxes of teaching aids and equipment, but there was no resource material or guidelines for teacher training, nor for the teaching of basic reading, writing and mathematics. In order to consider the possible use of the UNESCO-PEER programme called Teacher Emergency Package, TEP, a feasibility study was undertaken by the expert. It was recommended to UNICEF to seek co-operation with UNESCO-PEER and UNHCR. The latter initially asked NRC to undertake emergency education projects in the provinces of Uige, Zaire and Moxico. It is not clear whether the art form originated in the "senzalas" (African-Brazilian slave quarters), or whether the art was merely being practiced in Brazil as it was back in Africa. Either way, capoeira is of African root, and it is notable distinctly through the rituals and movements of capoeira, which mirror those of certain African tribes. During the 17th century these slaves formed "quilombos," in resistance to slavery. This came about after the Portuguese founders in Brazil had a dispute with Dutch founders, which weakened the structure of order within the Portuguese colonies and contributed to runaway slaves. The quilombos were inhabited in large part by these runaway slaves, and they practiced in the art of capoeira for mental, physical and combative training. Of these quilombos, the "Quilombo dos Palmares" was the most noted. It consisted of escaped slaves, as well as individuals of other non-white races of Brazil. Palmares had its own governmental establishment, with a king at the head. The most celebrated of quilombo kings is King Zumbi. Zumbi is a capoeira legend and a strong symbol of freedom. Zumbi fought on the battlefield for freedom against his oppressors and died at their hands in 1665, a year after Quilombo dos Palmares was destroyed. Thus, his name lives on in our songs and in the spirit of capoeira.

Extractions: History Capoeira During the 1500's, when slavery was still very much alive, hundreds, of what later became thousands and ultimately millions, of men and women were kidnapped from their homes in Africa. Shackled and starved, they were shipped to colonial Brasil, where upon arrival, they would be sold as slaves. Having become mere property, the Africans were forced to leave behind their former ways and adapt to this new, imposed way of life. Inspite of this, they did succeed in holding onto certain elements of their cultures; some of which, came to form the art of Capoeira. Abuse, the most prominent characteristic of slavery, was not at all lacking in the plantations of early Brasil. Through abusing and raping their slaves, the slavemasters pushed the Africans to the point of revolution. Many escaped from their " Senzalas " (slave quarters), into the heavily forested areas, to form their own communities. These solely African communities came to be known as, " Quilombos ". It was inside the Quilombos that the Africans began to develop a way to defend themselves from their, " Capitaes do Mato " (men who were paid to hunt down escaped slaves). A form of guerrilla warfare was used by the escaped slaves. They would utilize the forests ample greenery, taking cover until they met with the most opportune time to jump out and ambush their hunters. This is how many of their battles were won.
