This is the daily challenge - to come to some sort of understanding of the basic underlying physics that gave rise to the universe and the objects in it. It is this challenge and the satisfaction gained by solving these puzzles that drew me to astronomy." W hen astronomer James Scotti was asked to photograph a newly discovered comet with the University of Arizona's 36-inch telescope, he was not prepared for the image that appeared on his computer screen. What he saw was not one comet but a chain of comets that looked like a string of pearls. "I was struck by the unique appearance of a train of individual [comet] nuclei all lined up in a row," Said Dr. Scotti. "I had never before seen such a unique image in a comet." In fact, nothing like it had been seen by other astronomers either. The pearls were the remnant of a comet that had come too close to Jupiter and broke into at least 21 fragments. Even more extraordinary, 18 months later these comet fragments, known collectively as Comet Shoemaker-Levy 9, would collide with Jupiter, providing astronomers the opportunity to study such an event for the first time!

The Council has already met and is coordinating Tucson's Neighborhood Watch and its Citizen's Preparedness Corps, a grassroots, volunteer group that is bringing emergency preparedness to every home, school, and place of worship in the community." Background In the wake of terrorist attacks on September 11, 2001, cities around the nation have begun to re-examine their role in ensuring the safety of citizens. While President Bush established the Office of Homeland Security in October, local communities' approaches varied. Tucson's citizens, together with the Mayor of Tucson, were among the first in the nation to act. On September 30, just days after the September 11 terrorist attacks in New York and Washington, D.C., citizens met and started alliances with emergency services agencies, known as Operation Safe Tucson - Advisory group to the Mayor. That put Tucson well ahead of the national curve in terms of framing the city's readiness for emergencies.

Charter School Specifics Detroit); Excel Academies (Charter schools located in arizona and Michigan State Boardof education/State education agencies; State sponsored chartering agencies; http://www.nwrel.org/charter/specifics.html
Extractions: Standards Definition The basic charter school concept is encompassed in the idea of " autonomy for accountability ". Charter schools are public schools of choice that are granted a specific amount of autonomy (determined by state law and the local charter) to make decisions concerning the structure, curriculum, and educational emphasis of the school. In return for this autonomy, charter schools are held accountable for the academic achievement of the students in the charter school, and the school faces suspension or closure if accepted performance standards are not met. The charter school typically receives between 85 percent to 95 percent of the public school funds for each student enrolled. Most charter schools are newly established schools, but some are conversion schools-those that previously existed as either public or private schools. Charter schools are as likely to have minority enrollments as other public schools. Charter schools do tend to be smaller than other public schools. Other than these similarities, there are few other generalizations that can be made about charter schools. The variety of curriculum focus is extensive-the sky does not limit the creative endeavors of charter school developers and operators. History of Charter Schools Minnesota was the first state to establish legislation allowing for the creation of charter schools in 1991. Since then, 34 states, Puerto Rico, and the District of Columbia have enacted some variation of charter school legislation. As of September 1998 there are more than 1200 charter schools that exist in urban, suburban, and rural areas.
