We All Should Care About K-12 Education - February 18, 1997 In 1994, the arizona Supreme Court decided that the statutorydriven school system. Since the finance scheme impacts exclusively k-12 schools, the court's http://wildcat.arizona.edu/~wildcat/papers/90/99/05_1_m.html
Extractions: In 1994, the Arizona Supreme Court decided that the statutory-driven finance strategy for the public school system was unconstitutional on the grounds that it could not "provide for the establishment and maintenance of a general and uniform public school system." Since the finance scheme impacts exclusively K-12 schools, the court's finding addressed only K-12 education, although the constitutional clause implies institutions of higher learning could be included. The question here is why should students, faculty or administrators in higher education care about this Supreme Court decision. I believe a report by the Arizona Board of Regents, given at this month's meeting held here at the University of Arizona, may shed some light on the answer. The board of regents gave their Annual Progress Report on Recruitment and Graduation of Minority Students. This report grew from recommendations updated in a 1989 published report called Our Common Commitment: Enhancing Ethnic Minority Integration and Ach ievement in Arizona's Universities. In an effort to measure their commitment to minority integration into higher education, the regents established goals, which are reported in the annual progress report. The goals, in short, are (1) to work with the publ ic school districts to increase the number of eligible minority graduates for admission, (2) emphasize recruitment of eligible minority students to increase enrollment rates, and (3) increase the graduation rates of minority students.

Arizona Education Association approach is necessarily the answer for every child, schools should evaluate k12 FUNDING. Thereis an arizona Attorney General opinion supporting our position. http://www.arizonaea.org/legislative/aeaposition.html
Extractions: We support the right of all children in public schools to have equal educational opportunities. We believe that LEP students must have programs that address their unique needs regardless of their primary language. Because no single approach is necessarily the answer for every child, schools should evaluate and choose programs that are the most appropriate for their specific students. Not being fluent in English should not be a barrier to learning subject matter. We believe the Legislature and the Arizona Department of Education should decide what is most effective in educating LEP students and then find a way to fund it. The AEA does not support using inflation funding to resolve the Flores/English Acquisition case. A new revenue source must be identified for that issue. AEA believes that payment of taxes is the obligation of all citizens and businesses. The burden should be equitably and fairly shared; no class of persons or businesses should be exempt. The legislature must begin addressing the issues of tax credits and tax exemptions in order to meet future revenue needs of the state and its growing population. AEA continues to support the Career Ladder program. Twenty-eight school districts representing over 30 percent of teachers statewide use the program. As districts are required to develop performance-based pay plans, the Career Ladder program serves as a model. We advocate that more money be allocated to Career Ladder to benefit more districts and educators.

Extractions: Photos: http://clasdean.la.asu.edu/news/images/gk-12/ Call it a coalition and collaboration or call it feedback or synergy, but the traditional boundary between general and higher education has been disappearing. As K-12 institutions have been focusing more and more on preparing students for college careers, universities have been expending more and more energy making sure that their knowledge, expertise and other resources are available to support K-12 teaching. Over the past decade, Arizona State University's outreach programs aimed at pre-college students have experienced a quiet, but impressive blossoming: Outside of teacher preparation that ordinarily occurs in the College of Education, faculty have developed more than 70 ongoing K-12 related programs and projects at ASU. The importance of this large-scale, successful community interaction has recently been highlighted by a major grant from the National Science Foundation (NSF) to support a range of existing ASU programs in science education - one of 56 such grants awarded nationally in a two-year old NSF grant program entitled "Graduate Teaching Fellows in K-12 Education" (GK-12).

Jane Dee Hull in a 1999 letter to President Peter Likins The Professional Preparation Board's (PPB) strategic goals are a product of intense deliberations among more than 40 education professionals and citizens. This group worked together in seven design teams for more than 18 months to create goals and recommendations for the plan, which is geared to transform teacher preparation at the University of Arizona (UA). The design teams are composed of university administrators and professors from six UA colleges, and representatives from nine public school districts, an independent school, a charter school, the State Department of Education and a community college. Design team members' creative tensions established a bond which led to an unprecedented commitment to addressing the enduring problems of the changing face of teacher education in the state of Arizona and nationally.
