Olulemi Olamide Olasumbo worked in St. Francis County where she investigated obstacles to timely immunizations. Extractions: MESSAGE FROM THE DISTRICT DIRECTOR The 1990's marked an extraordinary decade of transition for SBA and the Arkansas District Office. SBA ceased making direct business loans. The LowDoc and Fastrak (now SBAExpress) were added. The public opinion molder restriction was dropped. To maximize economies of scale SBA established a PLP processing center, 2 LowDoc processing centers, and 2 loan servicing centers. Advances in technology enabled the Agency to continue rightsizing staff while significantly increasing both the volume and quality of its service. In the 1990'a SBA assumed a leadership position in government reinvention and refined its program delivery to become an excellent taxpayer investment. We look forward to new challenges in the next decade as we continue to evolve into a leading edge 21st century lending institution. Joseph T. Foglia FINANCE We are continuing to experience delays in receiving IRS transcripts. Effective immediately, if lenders do not receive a copy of the transcript within 10 working days they may proceed to close the loan. The lender must follow-up with IRS by sending a second request and documenting the loan file when the transcript is received. If a material discrepancy is discovered, the lender must report it immediately to the Arkansas District Office. If the discrepancy is substantial, SBA may direct the lender to rescind approval, suspend further disbursement, call the loan, or initiate recovery.

Dana Center of The University of Texas at Austin and American Indian Research and Development (AIRD), Inc., in Norman, Oklahoma, to work intensively with 60 school and district sites across the South and Southwest. SEDL staff and partners are helping schools and districts assess needs, as well as create and share the know-how to focus improvement efforts on reading and mathematics instructional programs. While SEDL brings significant expertise in reading, school change, and school-level work to the partnership, the Dana Center contributes experience in mathematics, policy, and district-level work. AIRD staff provides knowledge in working with Native American populations. Active involvement of the five chief state school officers as well as other state education agency staff in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas is essential to REL work. They are responsible for establishing the criteria and procedures for determining the performance status of schools. They also control many of the resources available in each state to support the transformation of low-performing schools into high-performing learning communities. SEDL knows that improvements at the school level will not be sustained without support from the district level. In addition, districts that learn to work successfully with one or two low-performing schools will be able to transfer the knowledge and skills to other low-performing schools.
