The project will enable the CHS and School of Community and Regional Planning to develop a multidisciplinary planning program in three Sri Lankan universities in collaboration with the Institute of Asian Research and the Centre for India and South Asia Research. Despite decades of civil war between Sinhalese and Tamil groups, Sri Lanka has been able to maintain economic growth and provide adequate social services to its citizens. The UBC project responds to the need for planning education based on participatory and community-based decision making models. Courses will be introduced first at the University of Peradeniya in Kandy followed by courses at Ruhuna University and University of Jaffna's Vavuniya campus. The project was initiated by Barrie Morrison and Nancy Waxler-Morrison, research associates, while they were in Sri Lanka in 1995?96. The proposal was written and submitted to CIDA by Aprodicio Laquian, director of the Centre for Human Settlements, and professor, School of Community and Regional Planning. Laquian heads the UBC group as project team leader, with Barrie Morrison as socio-cultural research team leader, Penelope Gurstein as gender and development research team leader, and William Rees as environmental sustainability team leader. Basil Van Horen who has completed his Ph.D. in planning from SCARP is field research coordinator.
