Once Gov. Mark Sanford signs off on the recommendation, made in a letter dated Jan. 15 and signed by Sens. Scott Richardson and Clementa Pinckney, Coltrane's six-year appointment will be official. Richardson said he expects Sanford to accept the recommendation because governors traditionally yield to local Senate delegations on such appointments. "I did quite a bit of research on Curtis. I called a considerable amount of attorneys around the county, and he gets very high marks for his knowledge," Richardson said Thursday. "I'm confident he will do a great job."
