The communist Democratic Republic of Vietnam (North Vietnam) (DRV) took control in the northern half of the country and the non-communist Republic of Vietnam (RVN) in the south. From the late 1950s, a civil war developed in South Vietnam between the communist supported National Liberation Front (NLF) with its military arm the Viet Cong (VC) and the US backed Government of Ngo Dinh Diem. The war intensified in 1963, following the assassination of Diem and his replacement by a series of unstable revolving door governments. On 3 August 1962, following negotiations with the United States and at the request of the RVN, 30 Australian Army training advisers arrived in South Vietnam to join US Army advisers in what later became Military Assistance Command Vietnam (MACV). Their tasks primarily were to assist in training RVN ground forces in jungle warfare, village defence and related activities. The Australian Army Training Team Vietnam (AATTV) strength peaked at 202 in December 1970.

Australia's military and political ties with Indonesia were put on ice last year as a result of the Howard Government's decision to lead an international peacekeeping force into East Timor. That meant the end of joint exercises and training, staple items of the once close military friendship, as well as the scrapping of the former Keating government's security treaty with Indonesia. But after last week's joint Ministerial Forum in Canberra, when several senior Indonesian ministers discussed issues with their Australian counterparts, political ties with Indonesia might be on the mend. In an interview with The Canberra Times, Admiral Barrie said he might consider a visit to Indonesia by the end of 2001 after a possible visit there by Defence Minister John Moore early next year.

The Defence Minister, Mr Moore, and the Foreign Minister, Mr Downer, told their Indonesian counterparts, General Wiranto and Mr Ali Alatas, about the decision in advance. Mr Moore described it as a "necessary and prudent step" in view of heightened tensions, violence and intimidation in the lead-up to Monday's ballot. Neither Mr Moore nor the Chief of the Defence Force, Admiral Christopher Barrie, would go into detail, but they confirmed that military elements in Darwin, Townsville and elsewhere were involved in the planning for a possible evacuation and had been put on increased readiness for possible deployment. Military analysts suggest the fast catamaran, HMAS Jervis Bay, or Australia's fleet of Hercules aircraft would be required, and that the parachute regiment or the Perth-based Special Air Service might be needed - in addition to combat-ready troops based in Darwin and Townsville - to secure embarkation points.

It probably surprised me more than anybody else when the RAAF finally agreed to permit me to examine their files. The extent of access was unprecedented in the history of the Australian UFO controversy. From the first of my visits to the Russell Offices of the Department of Defence, in Canberra, on January 11th, 1982 to my last in June, 1984, I was able to scrutinise the extent of official UFO investigations in Australia. For the first time a detailed "inside" picture was revealed of RAAF investigations.

The Full Court of the Federal Court approved such dismissals in 1998, saying the blood of HIV-positive soldiers can be dangerous to other soldiers. Military applicants who test positive are automatically rejected, a spokeswoman told the newspaper. People already serving are only tested if they seem to be at risk for HIV or show signs of AIDS, when they donate blood, when they return from deployment in HIV high-risk areas, or when they are going to a country where immigration laws require HIV testing. In Port Moresby on March 6, Annmaree O'Keefe, a top official at the Australian High Commission, announced that Australia was giving PNG $320 million in the 1997 financial year. Of the total, $150 million is in the form of untied "budgetary support". Opponents of PNG's war on Bougainville charge that this allows funds to be diverted for military purposes, including the payment of $46 million for the services of mercenaries and the provision of sophisticated hardware for them. Much of the rest of the aid, which is tied to specific programs, directly boosts the PNG government's repressive apparatus. By 1998, $105 million will have been funnelled to the PNG police. The Correctional Institutions Service will get $25.5 million over the next three years. O'Keefe confirmed the figures as she handed over the first of 14 new paddy wagons for the prison service. The Australian government has also allocated over $11 million this year for the PNG Defence Force. At least 55 uniformed Australian military officers are presently in PNG training PNGDF soldiers, and at least 41 PNG troops are training in Australia.
