The Russian President, who spoke about the aircraft building industry as a sphere "where we still maintain a fairly good position in the world", issued a decree On the Federal Goal-Oriented Program of Development of Civil Aviation of Russia up to the Year 2000, whereby this program, as one considered to be of great importance, was accorded presidential status. To date, the aviation industry has been rightfully regarded, along with the space and nuclear-machine building industries, as one determining the technical progress of the country in general. Accordingly, it was liberally funded from the state budget, with defense orders playing a dominant role in both production and development programs.
