In A Place for Dialogue, Sharon McKenzie Stevens views the contradictions and collaborations involved in the management of public land in southern Arizona—and by extension the entire arid West—through the lens of political rhetoric. Revealing the socioecological relationships among cattlemen and environmentalists as well as developers and recreationists, she analyzes the ways that language shapes landscape by shaping decisions about land use.

Stevens focuses on the collaborative Sonoran Desert Conservation Plan initiated by Pima County, Arizona, the ubiquitous use of scientific argument to defend contradictory practices, and the construction and negotiation of rancher/environmentalist identities to illuminate both literally and metaphorically the dynamics of land use politics. Drawing specifically upon extensive interviews with a diverse array of agents on all sides of the debate—ranchers, environmentalists, scientists, land managers, government officials—on historical narratives, and on her own conflicting experiences as someone who grew up with those who work the western lands, she demonstrates that it is possible to use differences to solve, rather than to aggravate, the entrenched problems that bridge land and language.

By integrating her richly textured case study of a fragile region with rhetorical approaches to narrative, science-based argument, and collective identities, Stevens makes a significant contribution to the fields of rhetoric, land management, and cultural studies.

From talking around, through and over using the same words but perceived different meanings, we frequently find ourselves unnecessarily polarized, standing either as an enemy or a one-of-us. A Place for Dialog is a corrective prescription using real case history here in the Southwest. Beautifully written, the language here flows with a crisp grace, never too academic, and in the end personally useful. Highly recommended and a read of value for those working to make social change or to understand why it frequently doesn't happen. ... Read more

Excerpt: Tempe Town Lake -In March 1989, Tempe adopted the Rio Salado Master Plan which represented the culmination of more than 20 years of environmental land planning. Studies of water quality and usage, the Mill Avenue Bridges and ASU recreation ensued and programming began. A groundbreaking ceremony near Tempe Beach Park marked the beginning of construction of the river channelization. The Rio Salado Master Plan showed a Town Lake concept with a continuous body of water between the north and south shores. Previously, the lake concept included islands; this concept was modified to meet the flow capacity of the river channel. In 1995, the City added more staff to the team dedicated to the Rio Salado project and began construction of a mile long bike path along the south bank of the river. The path features public art at a number of spots along the way. The city began the Town Lake design report and completed another financial capacity study and landscape designs for portions of the parks. The next year, the consultant completed construction drawings for the Tempe Town Lake and the City designated 800 acres (3.2 km) of area including the lake as Rio Salado Park. On March 19, 1997, requests for bids were sent out for the lake construction. The city awarded contacts for construction of the lake on June 12, and groundbreaking ceremonies were held on August 8. Water from the Central Arizona Project (CAP) started flowing into Tempe Town Lake on June 2, 1999, and by July 14, the lake was declared full. On November 7, Tempe Town Lake was opened to the public.
