Extractions: AGAINST REFORM JEWS USCJ 14 March 2001 Washington, DC Government officials in Belarus are refusing to register some Reform Jewish communities, according to Yacov Basin, Minsk Bureau chief for the Union of Councils for Soviet Jews (UCSJ) and head of the Belarus Republic Union of Progressive Judaism. Without registration, a community's religious activities can be severely restricted. In all, four Reform communities have been informed that they cannot register because they do not have "legal addresses." A recent regulation stipulates that religious communities may no longer list private residences as "legal addresses," forcing them to rent public buildings from the government at a prohibitive cost. Most Jewish communities have still not been allowed to regain ownership of synagogues and other communal property confiscated by the Soviet government. Ten other Reform communities have successfully passed through registration, while another four are awaiting a decision by the government. It appears that officials are deliberately dragging out the registration process for some Reform congregations. "According to unofficial sources, the government has sent an unwritten order to officials in charge of registering religious communities to impede the registration of some congregations not affiliated with the Russian Orthodox Church," said Mr. Basin, who is in Washington this week to attend a meeting of the World Union of Progressive Judaism, as well as UCSJ's annual meeting. "The revival of the Soviet practice of issuing unofficial bans on certain congregations shows that the government's declaration of equality of religions is nothing but a myth. Religion has become one of the most serious instruments of state policy, as the government gives priority to some faiths and discriminates against others."
