"We're part of a revolution, and the system wants to shut us down," said Jeffrey Forster, principal of the Electronic Classroom of Tomorrow Charter School (eCOT), in Ohio. The 29 cyber charters currently serving students operate in Alaska, Arizona, California, Colorado, Florida, Kansas, Minnesota, New Mexico, Ohio, Pennsylvania, Texas and Wisconsin. Their numbers are expected to grow rapidly, however, as companies line up to provide them with the materials and services they need. Also, cyber charters are relatively easy to open because they require neither bricks and mortar nor more than a few teachers. But in Pennsylvania, cyber charters are causing quite a stir. The state's charter school law requires school districts to pay charters 80 percent of the state's per-student allocation. Because four of Pennsylvania's seven charters enroll students from across the state, the financial burden has hit many districts. But so far, more than 60 percent of them have refused to pay tuition to the cyber charters, prompting the state to withhold $850,000 in aid to these districts.

The committee approved one element of the state's science standards which says that students should be able to, "describe how scientists today continue to investigate and critically analyze aspects of evolutionary theory." Fordham Foundation, under the direction of its president, former assistant secretary of education Chester E. Finn, Jr., issued reports evaluating the quality of the educational standards adopted by various states. In January, 2000, the Foundation updated these evaluations, declaring that the states were inching towards better standards. In the Foundations new report, each state is given a letter grade of A to F for each of the five areas evaluated English, mathematics, history, geography and science. Only five states make the reports honor roll, while 42 are rated negatively. The problem with the evaluations is a simple one: the states rankings for quality of standards are inverse to their performance on the National Assessment of Educational Progress (NAEP) and on the Third International Mathematics and Science Study (TIMSS). That is, the same states that have done the best job in the eyes of the Fordham reports authors in implementing high standards have shown the poorest performance on widely accepted national tests for student achievement, and vice versa. These states have also performed poorly when compared to other nations.
