Extractions: National Post / Thursday, April 11, 2002 Monarchists get a rival in new republican movement Sarah Schmidt, National Post Just one day after Queen Elizabeth the Queen Mother was laid to rest, Canada's first organized republican movement sprang to life. Citizens for a Canadian Republic, founded yesterday, issued a blunt if awkwardly timed challenge to domestic monarchists intent on protecting Canada's status as a constitutional monarchy: Get with the times and move beyond the "archaic" concept of peerage and inherited rights in government. Queen Elizabeth II is the Queen of Canada and the official head of state; the Queen delegates her power, rooted in symbol rather than function, to the Governor-General of Canada. "We can't select our own head of state. The symbolic implication is significant. It's really the last thread of colonialism," Tom Freda, a founding executive member, said. The Monarchist League of Canada, founded in 1971, has dominated discussions about the role of the Crown in Canada. The new organization, which has yet to establish provincial chapters or hold executive elections, represents the first attempt to pull together anti-monarchist sentiment in Canada. It postponed the announcement last week after the Queen Mother died, but yesterday weighed in on a highly emotional debate. Recent polls suggest Canadians are evenly split over whether to keep the monarchy, except in Quebec, where the majority consistently express opposition to the institution.
The Sovereign In canada's constitutional monarchy the Sovereign personifies the state and isthe personal symbol of allegiance, unity and authority for all Canadians. http://www.churchillsociety.org/sovereign.htm
Extractions: Queen of Canada Constitutional Monarchy Canada has long been a monarchy - under the kings of France in the 16th, 17th and 18th centuries, under the British Crown in the 18th and 19th centuries, and as a kingdom in our own right from Confederation in 1867 onward. As Canadians, we offer our allegiance to Her Majesty Queen Eli zabeth II. Her Majesty was proclaimed Queen of Canada by the Canadian Parliament on February 6, 1952 upon the death of her father, King George VI. Her ancestors (direct and indirect) were the 32 kings and queens who had reigned over our country since Henry VII and Francois I. These monarchs brought about the discovery, exploration, settlement, defence and development of Canada. A lthough she is the Queen 15 other countries, she is, quite separately, sovereign o f Canada by deliberate choice of Canadians. She is also the Head of the Commonwealth, which is made up of 51 independent sovereign states including Canada. In Canada's constitutional monarchy the Sovereign personifies the state and is the personal symbol of allegiance, unity and authority for all Canadians. Federal and provincial legislators, Cabinet ministers, public servants, military personnel, and new citizens at Canadian citizenship ceremonies, all swear allegiance to The Queen (not to a flag or constitution). Canada's Constitution vests the executive powers of Canada in The Queen (although her representatives act on the advice of ministers responsible to the House of Commons or the legislative assemblies of the provinces). This explains why elections are called and laws are promulgated in The Queen's name

And so it was that on July 1 st , 1867, the new confederation of the British North American provinces reaffirmed Queen Victoria as their monarch. Sir John A., and indeed most of the Fathers of Confederation were avid supporters of the monarchy in Canada, but is this tradition still relevant today? The purpose of this paper is not to provide an academic examination of the monarchy issue in Canada, but rather to provide a light-hearted and imaginative discussion of the exciting possibilities. During the initial stages of the inter-colonial negotiations in Westminster, discussion as to what name the new entity should be called, included the Kingdom of Canada.

The majority was less than 1% and this issue seems unlikely to disappear. Another problem concerns the rights of the Aboriginal minorities, who would like to have more say n the running of their own affairs. To this end, in 1999, Canada created a new territory called Nunavut for the Inuit population in the north. Nunavut covers approximately 64% of what was formerly the eastern part of the Northwest Territories.

This seeming contradiction actually serves to divide authority between the federal and provincial governments and appointed representatives of the British monarch. Neither political parties nor the Queens representatives can wield absolute power. In constitutional monarchies, the reigning monarch appoints representatives to each government. The Canadian Head of State, Queen Elizabeth II, is represented in Parliament and each provincial Assembly by a governor general and lieutenant governors, respectively. These representatives give Royal Assent to bills passed in the House of Commons and each Legislature. While the governors can withhold this approval, rarely have they exercised this power.

Extractions: Current Issue Recent Issues Archived Issues Front Page Feature Editorial Showcase ... Announcements In this, the 50th year of the reign of Queen Elizabeth the second, the time has come for the Republic of Canada to rise from the Dominion. Canada is currently a constitutional monarchy. That is, though we govern ourselves, a monarch reigns over us. The simple fact is that the head of Canada is an unelected non-Canadian. Queen Elizabeth is the Queen of Canada, our head of state, because she was the first born to a particular family in a far off land. She has done nothing in deeds or words to receive this job; Canadians did not choose her. This is wrong. For many reasons Canada needs a Canadian head of state, a person not affiliated with any political party or agenda, who represents the people of Canada, where the Prime Minister represents the government. We need someone to represent our values and ideals, our traditions and unique experiences, and our cultural diversity. This task is not possible for a British monarch who is the head of state for 15 other countries, first and foremost Great Britain. In recent years polls have indicated that a growing slim majority (including a huge majority of Quebecers) of Canadians would be willing to cut Canada off from the British monarchy once the Queen's reign is complete. Just over one-third oppose this and the rest simply do not care. Those that don't care need to realize that a Canadian republic would be a valuable goal for all Canadians and Canada as a nation.

Extractions: Tony Hall The news that powerful forces are at work in Australia to sever ties with the British monarchy has emboldened a few voices in Canada to promote similar measures here. For instance, in his weekly column in The Globe and Mail , editor William Thorsell urges his fellow citizens to just grow up and "cut the apron strings" to the "ridiculous anomaly" that is our Royal Mom - the Queen of England. All that is required of us, he explains, is to replace the Windsors with a made-in-Canada imprimatur, and "presto, we are wholly adult at last." My central fascination with the subject has to do with the importance of maintaining constitutional continuity integral to the renewal of treaties with Indigenous peoples. I view imperial agreements with the First Nations as the only truly legitimate starting point for all non-Aboriginal claims of title and sovereign jurisdiction to the lands and waters of Canada. The debate over the place of the Crown is pivotal because it exposes so clearly how completely most activists on the right wing of politics, including Mr. Thorsell, have renounced the indigenous conservatism whose royalist hues were once so essential to the decorative tones of the Tory Party in Canada, Red, Blue or Purple. The real agenda of this steady assault on the institutions of the Crown, however, was to interate Canada more fully into the American empire and the presidential style of marketplace politics. What motivated Grant and others was this practical recognition that the real threat to Canada's independence was not the British legacy in our constitution but rather the expansionist thrust of Manifest Destiny in the United States. In the early 1960s, WL Morton, the great historian of Manitoba, devoted particular attention to clarifying both the historic and continuing significance of the Canadian monarchy. For the architects of Confederation, Morton argued, the structuring of the new Dominion on the British monarchy was not some "bait for dim-witted Tory voters" but rather "the essence of the scheme".

Extractions: Canada is a constitutional monarchy, a federal state and parliamentary democracy with two official languages and two systems of law: civil law and common law. In 1982, the Charter of Rights and Freedoms was entrenched in the Canadian Constitution. Canada's Constitution was initially a British statute, the British North America Act, 1867, and until 1982, major amendments required action by the British Parliament. Since 1982 when the Constitution was "patriated" - that is, when Canadians obtained the right to amend all parts of the Constitution in Canada - this founding statute has been known as the Constitution Act, 1867-1982. From the days of French colonization and British rule to today's self-government, Canadians have lived under a monarchy. Although Canada has been a self-governing "Dominion" in the British Empire since 1867, full independence for Canada, as for all British colonies, was established only in 1931 by the Statute of Westminster. Elizabeth II, Queen of the United Kingdom, is also Canada's Queen and sovereign of a number of realms. In her capacity as Queen of Canada, she delegates her powers to a Canadian Governor General. Canada is thus a constitutional monarchy: the Queen rules but does not govern.

I am pleased to reply to the Speech from the Throne and represent all the constituents of SaanichGulf Islands. Let us remember why we have a Speech from the Throne. It is because Canada is a constitutional monarchy, one with a proud and democratic tradition of elected representation. I remain a strong supporter of Her Majesty and her successors. In becoming a member of Parliament I swore an oath of allegiance to the crown. I take that oath seriously. I support the monarchy as a strong and positive part of our heritage binding us together as one people. Our constitutional monarchy has changed over the centuries. It holds relevance and value to everyday Canadians to this day. The Minister of Finance's behaviour during Her Majesty's visit has been a complete disgrace. Such blatant republicanism from a minister of the crown is reprehensible at the best of times and during a visit from our Queen, it is beyond reproach. The apology for his insult came five days too late and was both evasive and insincere. Canada loves Her Majesty but it is her office we stand for, not just her person. The finance minister could not support the woman and could not support the throne.
