Extractions: The Battle of Palo Alto. On May 8, 1846, United States and Mexican troops fought the first major battle of a two-year war on a broad expanse of salt-prairie called Palo Alto. As General Zachary Taylor's 2,300 U.S. soldiers marched to end the Mexican bombardment of Fort Texas, their outpost on the Rio Grande, General Mariano Arista's 3,400 men blocked the road, determined to maintain their siege. The ensuing cannon battle would last from midday to nightfall, ending without a true decision. However, the casualty figures 9 killed, 43 injured, on the U.S side and more than 125 wounded and 200 killed on the Mexican sideforetold the course that war would follow until its conclusion 16 months later with the American occupation of Mexico City. The Palo Alto battle was but one of a series of intertwined clashes along the Rio Grande. When disputes about the ownership and boundaries of Texas had escalated into war, fighting first erupted with a skirmish at Rancho Carricitos. With war underway, Mexican forces had concentrated on eliminating the U.S. base, Fort Texas, constructed in disputed territory across the river from the city of Matamoros. The Palo Alto engagement and a decisive May 9, 1846, fight at Resaca de la Palma, were prompted by the siege of Fort Texas and resulted in a victory for U.S. forces. Following the U.S. occupation of Matamoros, on May 16, the region became a staging area for U.S. troops as combat plunged toward the heart of Mexico.

Extractions: Following the Cold War, the United States initiated a policy of positive engagement with the new Russian Federation. A key component of that policy was expanding contacts in Russia's heartland beyond Moscow and St. Petersburg. The country's vast regions, which span 11 time zones, were becoming more important as Russia's democratization and decentralization unfolded. The Urals and Western Siberia regions in central Russia would clearly play a key role in the country's future. Their territory was larger than the U.S. east of the Mississippi and home to 40 million people. Economically, the Urals and Western Siberia were rich in natural resources and a center of industry. Politically, they were among the nation's leaders in reform. President Yeltsin and many of Russia's other leading democrats got their political start there. Because of its concentration of defense-related industries, most of the Urals were closed to foreigners for decades during the Cold War. Most residents could not travel abroad, so contact with foreigners and western ideas was very limited. In 1992, thanks to lobbying efforts by local leaders, the Russian Federation opened the area to foreigners and outside investment. The United States was at the forefront of Western efforts to establish contacts there.

Mr. Speaker, today I rise to honor the Chinese-American community and pay tribute to its ancestors' contribution to the building of the American transcontinental railroad. On May 8th, the Colfax Area Historical Society in my Congressional District will place a monument along Highway 174 at Cape Horn, near Colfax, California to recognize the efforts of the Chinese in laying the tracks that linked the east and west coasts for the first time. With the California Gold Rush and the opening of the West came an increased interest in building a transcontinental railroad. To this end, the Central Pacific Railroad Company was established, and construction of the route East from Sacramento began in 1863. Although the beginning of the effort took place on relatively flat land, labor and financial problems were persistent, resulting in only 50 miles of track being laid in the first two years. Although the company needed over 5,000 workers, it only had 600 on the payroll by 1864.
