In the following remarks by U.S. Commission on Civil Rights Chairman William R. Allen delivered on the Hillsdale campus in the fall of 1988, we have also been warned that in the name of "civil rights," we may be using the Constitution and our legal system to curtail the liberties of all Americans. Chairman Allen points specifically to the 1964 Civil Rights Act which was meant to guarantee non-preferential and color-blind treatment, but which has been used to guarantee the opposite. He proposes a return to the ideals of equal citizenship for all, "without a special bracketing called 'civil rights.'" Clarence Pendleton was, of course, a dear friend to all of us, and his sudden passing is perhaps itself a significant civil rights revolution in this United States. He had accomplished what virtually no one expected at the time of his appointment by President Reagan as Chairman of the U.S. Commission on Civil Rights in 1982. That is to say, Chairman Pendleton brought the question of civil rights to the forefront of the minds of the people of the United States. He ignited a debate and launched a dialogue which made the entire question of affirmative action, the question of minority business set-asides, the question of comparable worth, and so many of the other disputed points of the civil rights agenda questions of immediate interest to us.

Extractions: Advertiser Education Writer A federal jury yesterday awarded a Kaimuki High School teacher $1,055,000 for racial discrimination in a case brought against the Department of Education. Psychology and sociology teacher Umar Rahsaam sued the DOE in 2000, accusing school officials of discrimination for denying him his choice of teaching assignment. Attorney Andre Wooten said that Rahsaam, an African American who has worked in the DOE since 1976, was denied a transfer to Kaimuki High three times. He eventually was transferred to the school in 1995 after filing a grievance. But once he was there, Rahsaam was not allowed to teach the sociology and psychology classes he had requested even though he had seniority, a master's degree in criminology and had done doctorate work at the University of Hawai'i in sociology. The teachers' union contract calls for teaching assignments to be based on seniority in the DOE system. At one point, members of the social studies department began deciding teaching assignments by consensus and Rahsaam still could not teach the classes he wanted, he said.

John Charles Bryant Makes His Case Mr. John Charles Bryant is seen here demonstrating how the Civil Rights Heritage Centers new display cases will be used. These cases represent the accomplishment of one of the Centers first priorities establishing a venue in which local and national civil rights history can be properly displayed. As the purpose of the cabinets will be to display local and national civil rights history, the Heritage Center is currently in the process of formulating plans for future exhibits. These exhibits will be located on the 3rd floor of the Wiekamp building, outside of the Civil Rights Heritage Center offices, rooms 3201 and 3205. Fortunately for the Heritage Center, Mr. John Charles Bryant has volunteered to assist in preparing the first display case, which will be on local African American history. We at the Civil Rights Heritage Center wish to thank John Charles for his tireless support of the organization; he has generously given of his time and sage advice. John Charles has worked diligently within South Bends African American community to support and promote the work of the Heritage Center. As a result, the response from the African American community has been very positive, not only in providing interviews on local civil rights history, but also donating documents and photographs to the Heritage Centers Oral History Project.

Extractions: April 8, 1999 Lani Guinier, the first black woman to become a tenured professor at Harvard Law School, will present the Walter and Helen Hall Lecture, sponsored by the Department of Sociology, at 8 p.m. Tuesday, April 13, in Hamman Hall. Her lecture is based on her book "Lift Every Voice: Turning a Civil Rights Setback into a New Vision of Social Justice." Guinier was brought to public attention when President Clinton nominated her to be the first black woman to head the Civil Rights Division of the Department of Justice and then withdrew her name without a confirmation hearing. Her view on democracy and voting rights were misinterpreted during her nomination, and Guinier was denied the opportunity to speak for herself at the time. This experience prompted her to write "Lift Every Voice," which uses the nomination debacle as a window on the civil rights movement's past, present and future. Cornel West, a fellow Harvard law professor, states, "Lani Guinier lays bare her soul and our society in this probing and powerful book. Her indispensable prophetic voice is unsettling and healing in these difficult days." Guinier's experience also led her to create Commonplace, a national nonprofit center to connect citizens, communities and ideas, and Racetalks, a project to create opportunities for multiracial problem solving and collaboration.
