Through the voluntary process of the School District Reorganization Act, the number of school districts was reduced to 176. Today 20 counties have only one school district, 17 counties have two school districts, and 12 counties have no more than three districts. County superintendents have been abolished. The 176 school districts are not necessarily coterminous with any other political boundaries. Most districts maintain elementary, middle/junior high schools, and senior high schools. Many elementary schools include kindergarten classes. A local board may establish and maintain a kindergarten; it is not mandated by law. Kindergartens may be paid for from the general school fund. Entrance Age to School: Entrance age to school is determined by local board policy. The School Attendance Law entitles state residents between the ages of 6 and 21 to a free education, and requires persons between the ages of 7 and 16 to attend school. The Constitution entitles the legislature to require by law that children of sufficient physical and mental ability attend school during at least a three-year period between the ages of 6 and 18 years unless educated by other means. The Exceptional Children's Educational Act defines a handicapped child as one between the ages of 5 and 21, and requires that administrative units serve every handicapped child. Thus, a handicapped child may enter school at age five. There are some programs for younger children. Over half of Colorado's school districts offer programs for 3-to-5-year-olds who are handicapped or "at risk".

The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.

Introduction, by Former Colorado Attorney General Gale Norton Few Colorado residents have ever glanced at the Colorado Constitution. Probably only a handful has ever read its entirety. Yet the constitution impacts our lives every day. A constitution sets out the rules by which we play the game of government. Like the rules for any other game, it limits the moves available to players. It describes how the various players interact with each other, and who has more power in various situations. As in any game, it helps if everyone plays by the rules. Changing the rules too often can create chaos, but new conditions sometimes demand rule changes. The Constitution contains an in-depth lesson about the history of our state. Our early mining and farming heritage carries forward in today’s treatment of water rights. [Article XVI sections 5-6.] The authors required proper ventilation of mines, and prohibited the employment of children under 12 years old in mines. [Article XVI section 2.] Several provisions prohibit entanglements between government and private parties, like the kind that led to abuses by railroad "Robber Barons" as settlement moved westward. The last vestiges of Prohibition were expelled by Article XXII, passed in 1932. An old age pension fund was created during the Depression.
