At this week's E-Gov '99 Internet Conference, Daley pledged to make the Department of Commerce paper-free by 2002. "The Department of Commerce is using the web to entirely change the way we deliver information. What eBay has done for auctions, we are trying to do for government," Daley said. "I am setting the goal that by the year 2002, the Commerce Department will be truly an E-Commerce Department." E-Licenses for Exporters A brighter future for trees was not the only news from the department at the E-Gov event. Commerce rolled out an electronic export license service, enabling businesses to obtain licenses through secure Internet transactions with Commerce's Bureau of Export Administration. The new process means companies can make export applications completely paper-free and will ensure quicker responses. The program has been in test-mode with about 300 companies since February. During that period, the department discovered the electronic method saves applicants up to 10 days of waiting, turning around responses in as few as 24 hours. Notification of the application's approval or rejection is also sent electronically.

As expected, the Clinton administration is positioning its Commerce Department budget proposal as necessary to carry out White House initiatives for e-commerce. For example, the administration is looking to pour more money into programs to close the so-called "digital divide" between families that have access to the Internet and those who do not. Clinton laid out his digital divide spending plan last week, as House Commerce Committee Chairman Tom Bliley (R-Virginia) vowed to hold hearings on the issue later this year. The Commerce Department also outlined several small business e-commerce initiatives in its proposed budget. "One of the Department's top priorities for FY2001 is to promote e-commerce and take every available step to close the digital divide," Commerce Secretary William Daley said. "The agency's budget proposal would bring more people, places, and businesses into the technological mainstream, helping create digital opportunity in the e-commerce revolution." Manufacturing Boost Commerce wants to spend $19 million to help small manufacturers make their businesses e-commerce ready and another $5 million to develop technical standards to make sure e-commerce applications and Internet hardware are more interoperable going forward.

But perhaps the most intriguing contract term gives VeriSign an automatic 10-year term unless ICANN can show that VeriSign is not "qualified." The other registries which, unlike VeriSign, did not have the federal government to pay for their infrastructure, will only get a five-year term after which they must prove to ICANN they are providing a "substantial service" to the Internet, but ICANN can still put the contract up for bids based on its "sole discretion." This disparity merits close scrutiny.

To determine the proper role of the Commerce Department in trade matters, it is first necessary to ask what are the proper government functions concerning trade. Two Systems We see in the world today two systems and two ways to manage economic affairs. One is the approach of Western Europe, Japan, and to a lesser extent the United States, an approach in which governments manage trade and directly help industries. This approach is a dismal failure. The Western industrialized countries are experiencing a slow-motion, and thus more far peaceful, version of what transpired in the communist world. Some supporters have wanted to make the U.S. Commerce Department into an American version of Japan's Ministry of International Trade and Industry (MITI) or the European equivalent. The other approach is the free market one that tends to be more the approach in the United States. If this approach informs our policies, most of the Commerce Department should be dismantled.
