Extractions: The Navy gets the weather and the Air Force gets the helicopters. That's the result of a deal struck between Navy Secretary Gordon England and Air Force Secretary James Roche to transfer the Naval Postgraduate School's aeronautical engineering department to the Air Force Institute of Technology at Wright-Patterson Air Force Base near Dayton, Ohio. In return, the Air Force Institute will move its meteorological and military acquisition and procurement curricula to the Navy school in Monterey. A memorandum of agreement was signed by England and Roche on Wednesday. The agreement was described as an "alliance" between the two service schools by Lt. Cmdr. Joe Navratil, spokesman for NPS. Under the agreement, the Navy school will offer meteorology and courses in military acquisition, which were once offered at the Air Force Institute, and the institute will take over aeronautical engineering education, he said.

Extractions: This undertaking brings closer to reality the promise of individualized self-paced education for every U.S. citizen. In This Story Distance learning Federal government Self-directed learning CLIN development began with a 1992 initiative sponsored by the Advanced Research Projects Agency (ARPA) of the U.S. Department of Defense (DOD). ARPA convened a number of experts from various technology fields to develop the initial distributive training technology (DTT) configuration. Shortly thereafter, an industry work group sponsored by the U.S. Chamber of Commerce designed an education and training delivery system based on information obtained from the U.S. Army and the Kentucky National Guard. The resulting DTT system configuration was designed to meet most of the education and training needs of the military; government; health-care providers; elementary, secondary, and postsecondary schools; and local communities. Congress supported the DTT concept in 1995 and 1996 as a demonstration project for the National Guard Bureau, an element of the U.S. Army, and later sponsored its expansion to include shared usage with surrounding communities.
