By 1900, administrative control was transferred to New Zealand; in 1965 residents chose self-government in free association with New Zealand. The emigration of skilled workers to New Zealand and government deficits are continuing problems. Extractions: SOPAC Root Certificate SOPAC has been assisting the Cook Islands in addressing issues related to the development of mineral resources. Assistance has included field surveys, workshops, training sessions, public awareness campaigns and policy formulation. Deep-sea mineral resources such as manganese nodules have great potential and economic significance for future prosperity of the Cook Islands. To realise the full potential of these resources requires detailed exploration and assessment within the Cook Islands EEZ. The first CCOP/SOPAC cruise was conducted in 1972, and confirmed the presence of nodules about 90 km from Rarotonga. In 1976 another cruise was carried out to investigate possible deep-sea manganese nodule deposits, metalliferous sediments, and other deep-seabed resources. Significant manganese nodule deposits were discovered between Rarotonga and Penrhyn Basin, which raised need for further surveys. Therefore, further surveys were conducted in 1977, 1978 and 1980 and the presence of manganese nodules, precious coral and phosphate was noted. It was also found that manganese nodules occur in sufficient abundance to have potential as an economically viable deposit. A detailed survey of the south Penrhyn Basin was run by the Geological Survey of Japan, using the Hakurei Maru, in 1983.

Extractions: Asia-Pacific Regional Press Freedom Seminar Country Report - Cook Islands The media environment The Cook Islands News and the Cook Islands Herald are the two most influential newspapers in the Cook Islands, if only because they have comparatively wide readership on Rarotonga. Brief sketches of the two papers are provided below. The Cook Islands News main asset is that it has longevity to the extent that most Cook Islanders have grown up with it. Its disadvantage is that the media scene has changed dramatically in recent years, especially with the advent of television and other competing outlets for the advertising dollar. As the new kid on the block, the Cook Islands Herald has the difficult task of building readership but has been able to achieve this in a relatively short period through extensive television promotion. A third weekly newspaper, the Cook Islands Star, is also available on Rarotonga but its main market area is Auckland and its circulation on Rarotonga is about 400. Its reduced readership makes it less significant. Name: Cook Islands News (private since 1990.

Around that time people started to move down from Asia and settled Australia and Melanesia. The Australian Aboriginals and the tribes of Papua New Guinea are the descendants of the first wave of Pacific settlers. After thousands of years of migration throughout the South Pacific, the Cooks Islands were first inhabited around 1500 years ago. Actually, the oldest archaeological item found in the islands is a dog skull from Pukapuka, dated at 2300 years old. The Spanish explorer Alvaro de Mendana was the first European to sight one of the islands in the group - Pukapuka - in 1595. There is no record of further European contact for over 150 years, until Captain James Cook explored much of the group during his expeditions of 1773 and 1777. Cook set foot on just one island - tiny, uninhabited Palmerston - while overlooking Rarotonga, the largest. The first Europeans to sight Rarotonga were the mutineers on the HMS
