Wendy Perdue will serve as associate dean for the Juris Doctor Program, effective July 1, 2000. Vicki Jackson succeeds Perdue as associate dean for Research. She will not begin her term until January 1, 2001, due to a prior commitment. In the interim, Mark Tushnet has agreed to serve for a third time as associate dean for Research during the fall semester. Peter Byrne, currently associate dean for the J.D. Program, will return to his full-time teaching responsibilities. Wendy Perdue joined the Georgetown law faculty in 1982, teaching Civil Procedure and Conflict of Laws. She has served for the past year as associate dean for research. A graduate of Wellesley College and Duke University School of Law, Perdue clerked for the Honorable Anthony M. Kennedy of the Ninth Circuit Court of Appeals and was an associate with the D.C. firm of Hogan and Hartson. She is the co-author of "Civil Procedure: Cases, Materials, and Questions" and "Conflict of Laws: American, Comparative, International." In addition, Perdue is the author of numerous law review articles on civil procedure and has served as chair of the Law Center's Long Range Planning Committee.

The seat of the Court is located at the Hague in the Peace Palace which was formerly occupied by the Permanent Court of International Justice. The ICJ is the principal judicial organ of the United Nations and traces its origins to the Permanent Court of International Justice (PCIJ) which was established by the League of Nations. Article 14 of the Covenant of the League of Nations gave the Council of the League responsibility for formulating plans for the establishment of a Permanent Court of International Justice (PCIJ). The Court was established in 1921. It heard any dispute of an international character submitted to it by the parties to the dispute, and also gave advisory opinions in questions referred to it by the Council or by the Assembly. The PCIJ was dissolved at the same time as the League of Nations in 1946. The International Court of Justice (ICJ) was established in 1945 to be the successor to the PCIJ. It was set up in under the Charter of the United Nations to be the principal judicial organ of the Organization, and its basic instrument, the Statute of the Court, forms an integral part of the Charter.

Introduction A money judgement rendered by a court in a foreign country will generally be enforceable in New York, provided that the judgment is a final and enforceable one and that the foreign court had jurisdiction over the matter and over the party against whom the judgment is to be enforced. There are, nevertheless, a number of grounds which can prevent enforceability of such judgment if the facts so avail. Choosing a Judicial Forum Depending on the amount at issue, a foreign-country judgment can be enforced in either New York state court or New York federal court. If a person chooses to file in state court, an action can be filed in the Supreme Court of the county in which defendant's real estate or other property is located. Briefly, the Supreme Court is a court of general jurisdiction, meaning that there are no requirements that must be met before a party can file an action in such a forum. Alternatively, in some instances, a person can file an action in federal court in one of the four districts in New York. Federal courts are courts of limited jurisdiction and parties can only file an action there if they meet certain requirements. In a case where a person is attempting to enforce a judgment from a foreign country, he or she must meet the requirements necessary to establish "diversity" jurisdiction.
