Statistics on crime per resident show Topekans are more likely to be victimized if they're in the downtown area rather than in the southwest part of the city. But that's largely because fewer people live in the downtown area. Police records show more than five and one-half times the number of crimes per resident are committed in police patrol territory 441, which includes downtown Topeka, than in territory 448, which is situated south and west of S.W. 21st and Gage Boulevard. Yet police received reports of nearly 70 percent more crimes in territory 448 last year than in 441. The latter area is bounded on the north by the Kansas River, on the south by S. 17th Street, on the east by S.E. Branner Trafficway and on the west by S.W. Topeka Boulevard. Police say territory 441 has a higher crime rate per resident because nearly seven times as many people live in 448 than in 441.

"I have obtained correspondence between the police and the Minister before this year's election. This clearly shows Mr Hawkins received crime statistics indicating a rise in crime between 2000/01 and 2001/02, but deliberately used inaccurate figures to issue a media statement, two weeks before the election, claiming crime had dropped by 2.4 percent. "Mr Hawkins exploited the previous year's incorrect figures in order to create a drop in crime. "Mr Hawkins claimed in his press release that he had compared the 2001/02 provisional ten-monthly figures with the crime figures of the same period from the previous year. In fact, he did not use the 2000/01 recorded crime figures at all. Despite knowing the true crime rate for those ten months, Mr Hawkins used the 2000/01 "provisional" figures - outdated and blatantly inaccurate estimates which he knew overstated the period's crime by 10,000. "Mr Hawkins had an obligation to use the most accurate measure he could. By comparing the latest ten-monthly crimes with the wrong figures, Mr Hawkins knocked over 10,000 crimes off the ledger.

Much news coverage of crime nationwide focuses on drops in the murder rate and juvenile crime, but statistics cannot measure the effects of crime, its impact on victims' families and on those arrested, Holder said in a luncheon keynote speech. Clinton administration anti-crime initiatives and increased community involvement in crime prevention have been catalysts for change, but new and troubling crime trends are emerging, Holder said. Crime in rural areas increased by 1 percent this year, due in part to a thriving methamphetamine market that spurred drug-related violence. Rape numbers have not decreased, even though other violent crimes have. "We must not be complacent as a result of our recent downturns,'' he said.

Miller, Ph.D. DRIVEN magazine, Fall 1999 Raising the minimum drinking age to 21 throughout the United States has been a successful strategy for reducing underage alcohol use and preventing related problems. Since 1975, minimum-drinking-age laws have prevented more than 17,000 traffic fatalities.1 However, it is clear that young people still drink-and their drinking all too often results in serious health and social problems. For the first time, estimates of the costs associated with underage alcohol consumption are available. These estimates can be useful in supporting decisions by policymakers to take decisive action to reduce underage drinking. Of course, regardless of the economic factors associated with underage drinking, anyone who cares about youth should be motivated to prevent youth alcohol use.
