The result was "Juvenile Offenders and Victims: A National Report", a seven-chapter document, and a shorter statistical summary, "Juvenile Offenders and Victims: A Focus on Violence". The statistical summary is presented through a series of short, factual statements in bold, followed by a detailed explanation. One of the most striking graphs demonstrates how few juveniles commit violent crimes. The entire graph represents the total population of juveniles aged 10-17 in 1992, and approximately 95% of the graph is lightly shaded to represent the proportion of juveniles who are not arrested. The remaining slim 5% represents juveniles who are arrested, and one small square (representing less than one-half of one percent) in this area is shaded to represent the juveniles who are arrested for violent offenses. Although the arsons will appear in the annual Uniform Crime Report compiled by the state police, most of them were minor and a few didnt even involve fire. The police departments annual report shows serious crimes in 2001 were about the same level as the previous five years. There were no reported homicides, four rapes, three robberies, 64 assaults, 20 burglaries, 191 thefts and 14 vehicle thefts. The eight reported arsons compared with none in 2000, one in 1999, two in 1998, one in 1997 and none in 1996, according to police reports. Police Chief Stephen White said the eight incidents were classified as arsons based on the UCR rules, although only two involved serious property damage. A January 2001 fire at the homeless shelter on Old Dublin Pike was caused by a 3-year-old boy playing with matches. White said the boy was too young to be charged with a crime, but was referred to a county program that counsels juvenile fire-starters.
