Extractions: US service member crime stats highest in three years A total of 70 criminal acts involving 72 U.S. service members or their dependents were reportedly committed during 2001 on Okinawa, announced Ministry of Foreign Affairs Ambassador to Okinawa Hiroshi Hashimoto on Jan. 16. Prefectural police have determined that the statistics represent an increase for the third consecutive year in a row. According to police records, 44 incidents occurred in 1997, dropping to 38 in 1998. In 1999 the number of crimes rose to 48 and climbed to 53 in 2001. Ambassador Hashimoto expressed anxiety over the steady increase and said that measures taken by the U.S. military to stem the trend will be closely monitored. Eight meetings between representatives from the U.S. military, the government of Japan, Okinawa prefecture and local governments have been held, but an effective resolution to the problem has not yet been found. Nowhere is the trend so obvious as in schools, says the Justice Department. Experts perceive a direct correlation between teen misbehavior and the lack of a father in offenders' homes. Sixth to 12th grade public school students are twice as likely to be worried about robbery, bullying or physical attack as those who attend private schools, according to data from the National Center for Education Statistics. With the out-of-wedlock birth rate five times higher today than it was 30 years ago, the absence of a father figure in teens' lives is clearly a factor in juvenile crime. Violent children are 11 times more likely not to live with their fathers and six times more likely to have parents who aren't married, according to a 1994 study in the American Journal of Public Health.

The good news is that - whether it's prevention programs, gun control, violence reduction curricula, community policing, less unemployment, or a combination of causes, crime statistics are down. After more than a decade of increases in juvenile crime, there has been a steady decline over the past three years. The bad news is that the Congress has on its agenda legislation that focuses on punishment rather than prevention. Violence - of which children are both the victims and perpetrators - is still too prevalent. Legislative responses, however, should be based on the careful assessment of current trends and what is working to divert youngsters from crime and violence, not on media-hyped perceptions. From a wide variety of sources, studies and statistics, the Office of Juvenile Justice and Delinquency Prevention of the U.S. Department of Justice has published a compendium of information entitled Juvenile Offenders and Victims: 1997 - Update on Violence. It should be noted that 1) the report is based on national information; "juveniles" are generally considered to be under age 18, in some states under 17; Connecticut is one of only three states in which the 16th birthday is the cutoff for referral as a juvenile; and 2) the report is based on analysis of information through 1995; recent data have shown a further decrease in violent crimes by juveniles in 1996 and 1997.

Extractions: Juvenile held for inflicting bodily harm on passers-by Naha police on Jan. 19 arrested a 19-year-old juvenile on suspicion of inflicting bodily injury on several passers-by. The suspect acted in concert with two other individuals who have also been arrested and reportedly has admitted to the charge. According to the police investigation, on Jan. 13 the minors accosted three people walking near the intersection fronting Palette Kumoji in downtown Naha, claiming that the passers-by were staring menacingly at them. The suspects proceeded to punch the strangers in the face and kick them, with one of the victims suffering a subarachnoid hemorrhage. News
