These people were fishers and hunter-gatherers, and were joined some time later by the agricultural Arawak people. By the time the Spanish arrived in the late 15 th century, three-quarters of Cubas 100,000 indigenous people were Taino-speaking Arawaks. The Arrival of the Spanish Christopher Columbus sighted Cuba on October 27, 1492 and was enamoured by "the most beautiful land human eyes have ever seen". Nonetheless, the Spanish bypassed Cuba and instead established their first base at Santo Domingo on Hispaniola. In 1512, Diego Veláquez de Cuéllar led a 300-member party from Hispaniola to Cuba to claim it for the Spanish Crown. Within two years he had established seven settlements. encomienda system, which essentially enslaved indigenous people under the pretext that they were receiving religious instruction. By 1542, when the system was abolished, the deadly combination of exploitation and European diseases had slashed the indigenous population from 100,000 to around 5,000.

The island was inhabited by a friendly group of Native Americans related to the Arawak, called the Ciboney. Within a few generations, the Ciboney were wiped out due to hostilities and disease. The island was first colonized in 1511 by a Spanish soldier named Diego Velazquez. Havana was founded in 1515. At first, the population of Cuba did not grow very rapidly since the island was primarily a supply base for expeditions to Florida and Mexico. The island of Cuba had a prosperous history throughout the rest of the sixteenth and seventeenth centuries. The Spanish settlers established sugarcane and tobacco as Cuba's primary products. Once Indian labor was no longer a viable option, the Spaniards imported African slaves to work the plantations. Mercantilist policy, designed to protect the Spanish economy from competition from her colonies, officially imposed tight restrictions on trade, but they were largely disregarded in Cuba.

Since the collapse of the Soviet Union and the Eastern Bloc and the strengthening of the United States economic embargo, Cuba has occupied a prominent place on the world stage. Despite numerous predictions about imminent collapse, the Cuban Revolution and the government of President Fidel Castro continue to defy the conventional wisdom of the "experts". Indeed, the Cuban Revolution has not only been able to survive, but has also embarked on a period of sustained economic recovery. Moreover, Cuba continues to lead the Third World and compare very favourably with industrialized countries in many social indicators, most notably health and education. However, what is often ignored is the vital Afro-Cuban experience and contribution. The course encompasses a two-week study tour of Cuba and focuses on the Black Cuban experience within Cuban history, particularly the Cuban Revolution. The aim of the course is to connect the issues surrounding marginality and marginalized peoples, groups and collectives within development theory and praxis by examining and locating Cuba - specifically, the Afro-Cuban odyssey - in light of this body of thought and experience.

From the book: "The ethnic factor is fundamental as the new millenium begins. In Cuban history, the race question is one that has been extraordinary linked to the search for a national identity in the context of racial divide. After 30 years of revolution, the crisis 1990s have witnessed paradoxical developments where race is concerned. There has been a symbolism of race deployed, black Cuban support for the revolution is invoked, and Afro-Cuban culture celebrated. At the same time, there have been increasing racial divides in the restructuring process and a perceived growing unease about those divides, especially among black and brown Cubans. This book is the first to privilege their voices. In interviews conducted in 1994-96, Afro-Cuban women and men, of different generations, walks of life, and parts of the island, reflect on their lives and experiences of race in both pre- and post-revolutionary Cuba, and the broader issues of race and racism. Together, they constitute eloquent and moving testimony to the tremendous openings provided by the revolution, and also its contradictions. They challenge dominant views of Cuban history, on and off the island, which have downplayed a long tradition of black Cuban thinking and leadership. They express the urgent need to end the silences and distortions of history and celebrate black achievement; to counter the resurgence of racial stereotyping; and to rethink notions of Africania, Hispanidad and Cubanidad.

It unites inter-disciplinary teams for research, teaching and policy development. The institute, in conjunction with the Tulane School of Social Work, is facilitating a collaborative research project comparing and analyzing socio-cultural spaces in Havana and New Orleans. Other projects include establishing graduate practica and exchanges in techniques in community-oriented diagnosis, evaluation and intervention. Created in 1970, this unit specializes in training specialists for careers in marine biology, and promoting research on issues related to marine ecology and biotechnology. They also publish the Spanish-language Journal of Marine Research and maintain a library and research vessel. Specialized research includes work in the areas of reproduction, nutrition and rearing of crustaceans, the ecophysiology of marine organisms, and biochemical genetics in marine life. The institute, in conjunction with the Tulane Law School, is developing collaborative projects in the areas of waterways management and evaluating environmental conditions for the purpose of assisting the Directorate of Environmental Policy and the University of Havana Law School in the development of environmental legislation.
