Extractions: Requirements for day care programs for sick children were first adopted in October, 1986 in response to the increasing demand for the day care of children who are mildly ill and excluded from regular day care programs. Due to the newness and sensitive nature of this day care category, the Department made a commitment to review the regulations within six months of their adoption. Therefore, in June, 1987, the Department contracted with Susan S. Aronson, M.D., pediatrician and nationally recognized authority on the health care of children in day care, to formally review the regulations and to provide technical assistance in the revision process to the work group of day care providers and health professionals. The requirements address day care for sick children in both day care centers and family day care homes and reflect the current literature in this new area of child day care. The requirements are divided into sections relating to levels of care, general requirements, administration and organization, admission policy, inclusion/exclusion criteria, human resources, number of staff, health care, child care, physical environment and safety, and food and nutrition. The Department sincerely appreciates the contributions and efforts of all the individuals involved in the development of DELAWARE: Requirements for Day Care Programs for Sick Children and asks for their continued support in working together to provide better care and services to children in days care.

Extractions: Income Eligibility Level for Pregnant Women Delawares Medicaid managed care program, Diamond State Health Plan (DSHP), operates under an §1115 waiver obtained in 1996. Medicaid recipients who are not required to enroll in a managed care organization (MCO) are those in the Long Term Care programs, dually eligible Medicaid recipients, those who already have an HMO primary insurance, and those who have a specialist required for their care and the specialist not in any available MCO plan that is offered. Beneficiaries have three commercial, statewide, full-risk MCOs to choose from. There is a one year lock-in for both MCOs and Primary Care Physicians (PCPs). Because Delawares managed care program is statewide, the State affirmatively forbids counties from providing medical services: Individuals enrolled in the Diamond State Health Plan are disqualified from receiving county funded care. Under Delaware statutes, counties are not permitted to provide medical care or hospitalization for recipients of state financial assistance or medical care. Every year Widener sends as many as 30 students who are enrolled in the Clinical Externship Program to government and public service law offices, where they spend the full year receiving academic credit while learning and working alongside attorneys carefully chosen for their skill, dedication and qualities as mentors. These placements often result in contacts and references for future employment. They always result in a year of critical reflection as student attorneys meet regularly in small groups with Professor Larry Connell and Professor Fran Catania to discuss issues of legal doctrine and skills; of professional and personal ethics; and of the culture of a modern law office.
