Castle today chaired a hearing concerning Title VI of the Elementary and Secondary Education Act, which provides money to the states in the form of a block grant for innovative education reform. Mrs. Valerie Woodruff, Acting Secretary of Education for the State of Delaware and Mrs. Allison Kaplan, Coordinator of School Library Media Specialist Program at the University of Delaware were two of the four witnesses who testified. "This is the only federal program authorized to help our schools address the critical shortage of books in their media centers as well as give local authorities the flexibility they need to purchase education technology, support programs to combat illiteracy and provide for the unique educational needs for gifted and talented children," Castle said. "It is unfortunate the President continues to zero-out the Title VI program in his proposed budgets, despite the broad bipartisan support the program receives.." Title VI is the only block grant within ESEA and these funds are allocated from the Department of Education to state educational agencies based on the population of children age 5-17, with 85 percent of funding going to the local level and 15 percent of funding remaining at the state level. Title VI enables states and localities to implement promising educational reforms without the usual restrictions and red-tape. Title VI was funded at $375 million in FY 99, with Delaware receiving $1.7 million and it was funded at $365.8 million in FY00, with Delaware receiving $1.86 million.
