West is a professor of economics at Carleton University in Ottawa, Canada and the author of numerous works on the economics of education. Among his books are Non-Public School Aid: The Law, Economics and Politics of American Education; The Political Economy of American Public School Legislation; Education and the State: A Study in Political Economy; and The Economics of Education Tax Credits. Executive Summary On October 13, 1981, the District of Columbia Court of Appeals ordered the city's elections board to place an educational tax credit initiative on the November 3rd ballot. This action cleared the way for a referendum that could establish the first such program in any American city. For the first time in the twentieth century all families would be given the effective freedom to choose schools for their children. This is a privilege that has been enjoyed before only by those families that can afford to "pay twice" for schooling, once through their conventional tax payments, and once through the direct tuition charge at a private school. One out of every seven students currently going to District schools goes to a private establishment. A tax credit would result in a larger proportion, and its benefits would reach all income and ethnic groups. Of course, some individuals the lowest income groups are already in private schools, especially in those that are religiously affiliated. Table 1 shows the number of students enrolled in nonpublic schools in the District of Columbia in 1981.

In the News Santa Claus Visits CLC's Children Santa Claus made a special visit to more than 140 abused, neglected and special needs children on Christmas morning, thanks to The Children's Law Center and the more than 80 supporters who donated toys and clothes for the Center's clients and their families. As one nine-year old boy wrote, "You brought us a lot of presents, and I got confused. I didn't know which one to open up first." Another boy, who is frequently hospitalized with sickle cell anemia, a very painful disease, received a Game Boy. According to his grandmother, "This will ease his pain - it is his dream come true."

Extractions: May 17, 2001 News Release Washington, D.C. - Despite a growing economy and burgeoning student enrollment in U.S. public schools, investment in U.S. public schools has remained stagnant, according to a report released today by the National Education Association (NEA). The report, titled , shows school-aged children are one of the fastest-growing segments of the population in the past 10 years. During 1998, school-aged children were 18.8 percent of the U.S. population, making them a larger segment than those 65 and older which accounted for 12.8 percent of the population. The report also shows during the decade from 1989-90 to 1999-2000 average salaries for public school teachers have increased by less than one percent, in constant dollars. Over that 10-year period, 24 states and the District of Columbia saw declines in average teacher salaries when adjusted for inflation. Alaska teacher salaries declined 16.9 percent, and teacher salaries in Wyoming, Maryland and Arizona declined 8 percent.
