There are two school districts in Washington with the name Columbia; one near Hunters, and one closer to the Tri-Cities - sometimes referred to as Columbia-Burbank or just Burbank. The second shall be this story's focus. You pass through it as you travel toward Walla Walla on Highway 12. This Walla Walla County school district serves 907 students and stretches south from Burbank to Wallula. As you drive east toward Waitsburg, the Charbonneau area also is within our district. Spanning 131 square miles, the district was formed April 3, 1943. While the focus of this article shall be to point out the challenges of a smaller district where there is no formal city government authority and services, I shall compare our goals and directions to our neighbors. I shall use my 12 years of experience as an administrator in the Kennewick School District to formulate the observations. In the eyes of our main client, our students, Columbia Elementary School, Columbia Middle School and Columbia High School are similar to schools across this region. Their teachers are prepared from the same schools, their schools have adopted similar subjects and topics to teach, and their district stretches for challenging academic standards. As these students mature, the size of their school matches them in academic and athletic competitions with Kiona-Benton, Connell and Finley instead of Kennewick, Pasco or Richland.

As of the 1998-1999 school year, NAF programs have served more than 20,000 public high school students. During the 1999-2000 academic year, NAF's programs will reach over 30,000 students in 344 high schools in 37 states and the District of Columbia. NEFE's High School Program was introduced in 1984 to teach financial planning basics to young people at an age when they are developing habits and attitudes toward money that will influence them for the rest of their lives. The NEFE program is provided free of charge to public and private high schools, as well as vocational schools, throughout the country. To date, it has been taught to well over one million students in more than 12,000 schools in all 50 states, plus the District of Columbia. NAF's major role in the partnership will be to inform its network of instruc- tors and schools about the National Endowment and NEFE's High School Program. At the same time, Paige announced the details of a $1.7 million grant to New York State to meet the needs of New York school districts whose students and teachers have suffered directly as a result of the terrorist attacks. "As we offer assistance to New Yorkers in getting back to work, we confront a great need among those who have suffered disabling injuries and emotional trauma as a direct result of the attacks," Paige said. "There are also individuals with existing physical disabilities whose support programs and services have been disrupted due to the widespread damage to downtown Manhattan. They will all need extra help in the coming months, and this substantial grant will help to meet those needs."
