Extractions: The Office of Environmental Quality Control (EQC) is the environmental regulatory arm of the South Carolina Department of Health and Environmental Control. EQC is responsible for the enforcement of federal and state environmental laws and regulations, and for the issuing of permits, licenses and certifications for activities which may affect the environment. EQC is composed of four program areas, each concerned with a specific aspect of environmental protection. The Office of Ocean and Coastal Resource Management (OCRM), is responsible for the enforcement of South Carolina's Coastal Zone Management Act. The goal of this legislation, enacted in 1977, is to protect South Carolina's coastal resources and promote responsible development. This is accomplished through a permitting and certification program that affects the eight coastal counties.
