In the process of development, the centre stage has been taken by rapid and tangible economic growth, unfortunately sidelining another equally important aspect of the issue - the environment. The result is that after 50 years of Independence, our industries generate massive quantities of residuals, which not only deteriorate environmental quality, but also adversely affect human health and well being. And ironically, it is increasingly becoming an economic burden. Many areas in India have already been identified as critically polluted by the Central Pollution Control Board, Government of India. It is becoming clearer and clearer that environmental planning needs to be effectively integrated with developmental planning to ensure holistic and balanced growth at all levels. This book broadly covers the various aspects of developmental planning and discusses the methodologies that are being adopted by different agencies for preparing environmental management plans for different regions. Shortcomings in currently prevalent methodologies, the difficulties envisaged while preparing such plans, and other issues including implementation and public participation have been discussed. The book also provides information on important subjects such as definition of the study region, various frameworks, modelling tools, time frames, scenarios to be developed, and implementation aspects as a part of the preparation of the development plan. The book lays special emphasis on carrying capacity based developmental plan or regional environmental management plan for specific regions in India.

Two decades of rapid development and economic growth in Southeast Asia have caused serious environmental degradation, especially deforestation, water and air pollution. Worldwide emphasis on trade liberalization has relegated the environment to a place well behind trade in international priorities. Foreign direct investment, which supported the high growth rates, sought rapid and high returns, with no incentive for environmental protection or internalization of costs. Corruption compounded the situation, permitting unsustainable development practices and hindering the enforcement of regulations and controls. The rise in energy consumption from developing industry and improving standards of living were met by increased use of fossil fuels, the energy source which causes most environmental damage. Transfer of technologies from the developed countries for clean production processes and renewable energy sources was very limited. 2. More recently, realization of the impact of degradation led to governments paying increased attention to environmental clean-up and environmental protection as an integral part of development. Policy and legal frameworks were developed, though implementation and enforcement lacked real commitment in Indonesia, Malaysia and Thailand. Only in Singapore did a comprehensive well-developed system of regulation and enforcement exist. Progress was evident, if slow. The activities of ASEAN and APEC stimulated regional co-operation.

Projects REGIONAL ISSUES ENVIRONMENTAL The threats to resource sustainability and productivity facing SCRIPT and the people of the South Coast Region can be broadly categorised as socio-economic and environmental Salinity Hydrological zones have been mapped for the Region as part of an NLP-funded project. As part of this, the current and future extent of salinity has been estimated. When the data are combined, almost ten percent of cleared land on the South Coast is thought to be affected by salinity to some extent. This area will increase to about 17% in the next 15 to 25 years before stabilising at almost 24%, unless high water use farming systems are adopted. The high rainfall south west will reach equilibrium earlier than the low rainfall north east. Wind Erosion Wind erosion is a very significant problem on the South Coast, particularly on the sandplains where the fine sands are often water repellent in autumn (inhibiting germination) and waterlogged in late winter (restricting cover over summer). Landsat images have been used to measure the extent of the problem since the early 1980s. Some areas were severely eroded up to four times between 1988 and 1993 with up to 32% of some locations being affected at any one time (Palmer et al. 1994). Increasingly, dunes are being stabilised and farmers are adopting minimum tillage or no-till and stubble retention. Increasing the area under perennials in sustainable farming systems (eg tree wind breaks, perennial pastures, fodder shrubs, all) is the only reliable way to reduce both wind erosion and salinity.

There are two components of the activities conducted under this investigation: Methods Development: Laboratory analytical methods are continually being developed that enable the analysis of new compounds in environmental samples at the low concentrations necessary to understand factors that effect contaminant occurrence, transport and fate. Initial focus has been measuring 95 different chemicals in water. Methods development activities are planned for various environmental media (water, sediment, tissue, and air), as dictated by the potential occurrence and cycling of contaminants. These methods are being developed in mulitiple USGS research laboratories with high concern for the ability to produce reliable data. Yet the lack of safe water supply and contamination from poor sanitation are one of the main causes of ill health. Top Water resources of the Eastern Mediterranean Region and the West Asia Region are scarce. The region is largely arid and semi arid and thus poorly endowed with freshwater. The per capita share of the available freshwater resources continues to decline due to rapid urbanization and population growth. Some countries already face difficulties meeting their basic water supply needs. In 1995, the water withdrawals exceeded the supplies in 8 EMR countries where the water resources were exploited beyond their renewable capacity. Top The scarce water is used unwisely and inefficiently by all sector of the society including the agriculture, the municipal, industrial and commercial. The freshwater crisis is further aggravated by pollution due to the inadequate management of waste and the weak environmental protection policies. Pollution is a freshwater consumer and a serious treat to public health. Coastal environments are zones of interaction involving terrestrial and marine habitats, land-sea-air processes, and human activities. The MBRS program gives researchers the opportunity for interdisciplinary perspective, by involving other regional research and educational institutions, social and political organizations, and industry. The program's emphasis, "Bi-directional Interactions in Coastal Environments," combined with the regional approach, promotes focused collaborative work across varied research traditions. MBRS sponsors regular informal seminars to discuss regional environmental issues. Recent topics have included strategies for university-industry interactions and wetland conservation, and the role of refugia in protecting important fisheries. In an ongoing effort to build partnerships with other institutions, MBRS presents public symposia, "Challenges for the Monterey Bay Region." A symposium on fisheries and climate change brought scholars from throughout the United States to discuss studies of fisheries biology and the legal history of fisheries organizations. A planned symposium will address the use of fire in management of the maritime chaparral at Fort Ord, relating issues in conservation biology to questions of land management and military base conversion.
