Hispanic students constitute 85% of the language minority school enrollment, with Laotian students at 4% and Vietnamese students at 3%, respectively, as the next two largest language groups. Funding The Arkansas Legislature meets every two years. In 1994-'95 $2 million in state monies were allocated to support LEP students through LEA funding, the amount per student being pro-rated based on the total LEP state-wide headcount as indicated by the HLS. In 1996-1997, $4 million were allocated, and in 1998-'99 $8 million were allocated. Funding is sent directly to LEAs, which are required to use the monies to support the provision of instructional services for LEP students. Title I, Migrant, and Emergency Immigrant Federal funding is also received by LEAs to support the academic achievement of LEP students.

Nevertheless, the majority of ESL/EFL methods and approaches are developed in native-speaker settings, especially in the U.S., and much literature in the field is thus oriented toward teaching students in the ESL environment. However, as anyone who has taught both ESL and EFL knows, there are cultural and logistical circumstances which make a strict application of current ESL trends inappropriate, if not impossible, abroad. Developing a teaching approach that is both in step with current American methodology, yet fits the culture and logistical circumstances overseas, is the challenge facing most serious English schools around the world, and one which the Instituto de Estudios Norteamericanos (IEN) in Barcelona, Spain, has successfully met. In this article, I will summarize our approach as we communicate it both to teachers and students in the hope that this approach will be a useful guideline for other English schools around the world, and perhaps even for ESL programs. Like many private and government-affiliated institutions around the world, the IEN teaches general English primarily to adults in classes which meet three hours per week. The entire program, if completed at a normal pace, takes five years, and students study English in addition to their primary activity (generally work or university).

Private academies and universities continue to increase their focus on English with positions opening all the time. And teaching English seems like a job that almost any English speaker can get. Backpackers with time and no money. Diploma-holders with career aspirations. Thais with English degrees. But like any profession, an English teacher needs qualifications, the least of which is being human. As one of the lowest paying, easiest-to-get expat jobs in the Kingdom, teaching attracts a hodgepodge of native speakers. How do you spot a good one? Educational background could indicate a good candidate. Certainly someone with an MA in Teaching English to Speakers of Other Languages (MA-TESOL) sits high on a university's short list. At the other end stands the native speaker with a certificate in welding. Hardly ajarn material, but a Thai engineer might enjoy a conversation course taught by a fellow tradesman. A variety of degrees, diplomas and certificates float around the English-teaching world. Someone with an MA in English or linguistics can discuss deconstruction philosophy, language acquisition theories, and Faulkner's use of the past tense. Thai's sometimes call these people "Experts."
