Ethiopia's annexation of Eritrea as a province 10 years later sparked a 30-year struggle for independence that ended in 1991 with Eritrean rebels defeating governmental forces; independence was overwhelmingly approved in a 1993 referendum. A border war with Ethiopia that erupted in 1998 remains unresolved.

Extractions: The development and society research team are interested in questions of power relations, whether in institutions, gender relations or in households. Questions about gender and development have been researched by members of the group, particularly in relation to women's rights in the context of group rights. Research is also examining issues around urban social development in India, including access to basic services, informal sector employment and urban sustainability. Current interests include HIV/AIDS, communication processes and behaviour changes which result in declines in HIV in East and Southern Africa, and the demographic impacts of AIDS. I completed projects on the Global Burden of HIV, and the evaluation of youth interventions in South Africa, and have initiated a project into health communication and HIV comparing 3 communities in South Africa with 2 in Uganda, implemented with Johns Hopkins University. Current interests include the cultural politics of development, indigenous development policy in the Andes, transnational migration between the Andes and Europe.
