Extractions: Under the provisions of a new Constitution adopted in December 1994, Ethiopia became a federation - the newly designated Federal Democratic Republic of Ethiopia - consisting of nine states and one metropolitan area (the capital, Addis Ababa). The states have their own parliamentary assemblies, which elect representatives to the Council of the Federation, the upper chamber of the Federal Parliamentary Assembly. The lower chamber, the Council of People's Representatives (CPR), consists of 548 directly elected deputies. The Federal Parliamentary Assembly elects a President as Head of State; although executive power remains largely the preserve of the Prime Minister, who is elected by the CPR. Extractions: Women in Ethiopia Ethiopian women are actively involved in all aspects of their society's life. Women are both producers and procreators and they are also active participants in the social, political, and cultural activities of their communities. However the varied and important roles they play have not always been recognised. The discriminatory political, economic and social rules and regulations prevailing in Ethiopia have barred women from enjoying the fruits of their labour. Without equal opportunities, they have lagged behind men in all fields of self-advancement. Economic development is unthinkable without the participation of women. In some economic sectors women even constitute a proportionally larger group of the labour force than men. However, because their participation in the economy has not been valued, Ethiopian women have not received their fair share of the nation's wealth. Before the 1974 Revolution, women's organised activities were run mainly by non-governmental bodies such as the Ethiopian Women's Welfare Association, the Ethiopian Officer's Wives Association, the Ethiopian Female Students' Association. These Associations were, however, limited in scope, and only existed in the cities. They had little or no impact on government policies, laws, regulations or development programs. After 1974, the Revolutionary Ethiopian Women's Association (REWA) was established by proclamation, but this organisation was too monolithic and too close to the Derg to be of any real use to women. The purpose of its establishment was, in fact, the consolidation of the Derg's power. Promoting the interests of women was not high on its agenda nor was it designed to influence government policies or help women benefit from development programs. As a result there was little improvement in the lives of Ethiopian women, whether in the social, economic or political sphere, especially of those who lived in the rural areas.
