From the author: We investigated the strategic and economic importance of the cost of quality (COQ) in a firm whose production process is continuous. An empirical model was built to express the COQ as a function of two main components: traditional prevention-appraisal-failure expenses (PAF model) and opportunity losses. Opportunity losses were broken down into three components: underutilization of installed capacity, inadequate material handling, and poor delivery service. We conducted the six-month study in a company along the U.S.-Mexican border. Results show that the COQ expressed as revenue loss is mainly explained by the opportunity component. Also, the COQ expressed as profit not earned is explained by the opportunity variable but in a smaller proportion. Each variable was analyzed and specific recommendations were provided.

From the author: This paper presents an evaluation of four different sequential approaches to solving the one-dimensional cutting-stock problem in an industrial setting where trim loss and pattern changes costs are of importance. The evaluation is made with sample problems generated from data of a manufacturing company as well as with real problems. Triangular distributions, which are representative of many practical environments, are introduced as proxies to the distribution of the lengths required. Conclusions are drawn based on the various problem sizes and distributions tested.

From the author: Reference class forecasting (RCF) is increasingly being adopted to mitigate two main factors causing persistent cost overruns in infrastructure projects--optimism bias and strategic misrepresentation. In practice, organizations tend to tailor generic estimating approaches to their unique operating environments by developing hybrid approaches blending RCF with other approaches such as the conventional fixed contingency approach. Yet, little empirical evidence exists on the accuracy of RCF or its variations. This study presents the results of estimation accuracy of a sample of road projects conducted by an Australian State Road & Traffic Authority using a hybrid estimating approach blending primarily RCF with fixed contingency approach. The results are then compared with historical results from literature on infrastructure projects and samples of two other dominant estimation methods, namely, the conventional fixed contingency approach and risk-based estimating (RBE). This study finds that the average accuracy of this sample using the hybrid approach compares favorably to historical results, which typically use the fixed contingency approach.

From the author: This article applies Taylor kriging (TK) to cost estimation. The partial differentiation equation of TK is developed and used to assist in sensitivity analysis on cost factors. The capabilities of cost estimation and sensitivity analysis of TK are compared with those of regression and an artificial neural network (ANN) through application in a case study. The results show that TK can provide more accurate cost estimates than those of regression but worse than those of ANN, and both TK and regression are able to effectively find sensitive cost factors.

From the author: This paper is the first of two papers which reports the research findings of an ASHRAE-funded project that assessed the impact in energy reduction and cost savings of optimal versus near-optimal operation of building combined heat and power (BCHP) plants. The optimal operation of these plants requires more careful and sophisticated equipment scheduling and control methods compared to those in industrial combined heat and power (CHP) plants due to the large variability in thermal and electric loads as well as the equipment scheduling issue. This paper describes the methodology adopted in selecting representative building types and geographic climates; performing careful design and sizing of the BCHP systems and equipment; using a detailed simulation program to generate hourly loads throughout the year; and, finally, selecting specific days during which to evaluate the penalty associated with near-optimal control as opposed to optimal. Seven buildings have been selected: three large buildings under real-time electrical pricing (hospital, school, and hotel) and four buildings (two large and two small) under time-of-use rates. A companion paper reports on the results of the optimization study in terms of the cost penalty ratios associated with near-optimal versus optimal operation of the BCHP plants for each of the numerous specific scenarios described in this paper.

From the author: Several studies suggest green construction can result in significant economic savings by improving employee productivity, increasing benefits from improvements in health and safety, and providing savings from energy, maintenance, and operational costs. This article quantifies these benefits by establishing a set of measurable performance and building attribute variables, collecting longitudinal data, statistically analyzing the results, and performing sensitivity analyses for a precast concrete manufacturing facility located near Pittsburgh, Pennsylvania. Productivity, absenteeism, energy, and financial data are presented and an engineering economic analysis is reported. Results show that in the new facility manufacturing productivity increased by about 25%; statistically significant absenteeism results varied; and energy usage decreased by about 30% on a square foot basis. Considering all aspects, the economic analysis showed that the company made the correct decision to build a new green facility.

From the author: This study investigates the performance of adiabatic humidification in a large-scale cleanroom with various humidification methods. Theoretical analysis and experimental results show that adiabatic humidification is feasible. The relative humidity (RH) distribution in the cleanroom was within [+ or -]1% and the time variation of RH was within [+ or -]1% also, even when humidity of make-up air varies drastically. We found that adiabatic humidification with spray nozzles using "high-pressure water atomization" method is favorable than the "two-fluids humidification" method. The effect on energy-saving of adiabatic humidification and operational/initial cost of various humidification methods are also discussed.
