Children who are sexually abused by members of their family orby friends are deprived of the very means essential to their sense ofwell-being and for their healthy development. The persons theynaturally expect to trust most turn out to be their enemies and leavethem unprotected and without the confidence to relate to others.Sexually abused children carry their pain throughout their lives andneed all the support available to cope with their agony and to restoretheir self worth, if this is at all possible. Many people, such asfamily members, friends, teachers, social workers, police officers,doctors and therapists, are conventionally involved in repairing orminimising the damage. But what can governments do? Governments often appear powerless in the face of child sexual abusewithin the family. They are increasingly appealed to when yet anotherscandal erupts. But how can governments help these children? What canbe done to prevent child sexual abuse from happening in the firstplace? These are the guiding themes of this publication. Thisinternational comparative study describes how governments can do morethan they are actually doing and how they can make better use ofavailable policy instruments. The core of the book is formed by an investigation of the policies ofgovernments and their use of policy instruments in five WesternEuropean nations. Specialists from Belgium (Flanders), Britain,Germany (Rheinland-Pfalz), The Netherlands and Norway describe theprevailing situation in their countries and offer recommendations forimprovement. The editors, Rekha Wazir and Nico van Oudenhoven, placethese observations in a wider child-oriented perspective and formulatepointers for policy-makers that are applicable to the wholeWest-European region. Using organisational economics theory, the author develops a conceptual framework for analysing the effectiveness and efficiency of public services delivery. In applying the framework to case studies of export support organisations in Germany and the UK , the research establishes the causal links between organisational structures and outputs. The decisive variables are knowledge and incentives of the actors, and adaptability of the organisation. Since there are trade-offs between the variables, the findings help to explain why one organisation may be different from, but equally effective and efficient as another, and why, despite ongoing re-structuring of public and private sector organisations, no panacea for an effective and efficient organisation has been found. The analytical framework also provides a means for examining existing organisations and blueprints of future organisations, allowing for conclusions about improvability and the implications of change.
