All commissioners stated that they had not previously seen the studies. "Victor was ahead of Driggs" regarding the wastewater treatment situation, according to Greg Eager, Regional Engineering Manager for the Idaho Division of Environmental Quality in Idaho Falls. Eager said that although he was not at DEQ during the development of what would become the Driggs-Victor sewer system, he remembered that discussions began in the mid 1990s. Eager said at the time of the study, Victor had the largest number and density of individual septic systems without a treatment facility of any city in Idaho. Eager said that while Victor city officials looked for a location to build a treatment facility, the search was hampered by the high cost of land in Victor. Even if land could be found, funding for the treatment facility was hindered by the fact that the residents of Victor made too much money to qualify for certain government grants, according to Diana Clough, Community Development Specialist at the Idaho Department of Commerce in Boise. Clough said that to qualify for a Community Block Grant and other grants, 51 percent of the residents of Victor had to meet low to moderate income standards. Clough said that funding was ultimately obtained by bringing the city of Driggs into the equation, and the combined income levels enabled the project to be funded through loans, grants and a revenue bond. Clough said the facility is owned by Driggs and that Victor could be described as its "one big client" and pays Driggs for its usage.
