Drawing on the conclusions of researchers and the expertise of teachers, the report presents an argument for teaching reading skills within a meaningful context, and takes into account the role of phonics in the reading process. The report is jointly published by the Laboratory, the National Council of Teachers of English, and the International Reading Association. A publication about reading that is geared specifically to parents, Tips for Parents About Reading , provides guidelines about what children typically can do at certain ages and stages of reading development, titles of childrens favorite books, and a list of resources for parents and a glossary of reading terms.

House Passes Sales Tax Increase After three hours of debate, early this afternoon the House of Representatives passed HB 400, a measure to increase Idahos sales tax by one-half cent (from 5 cents to 5.5 cents). The passage of this legislation was critical to the effort to balance the states budget and to moving the legislature closer to adjournment. An increase of one-half cent will raise an estimated $80 million of new revenue for the state in FY04. While this falls far short of that recommended originally by Gov. Kempthorne, passage of this legislation is the next step in arriving at a compromise between the House, Senate, and governor. (Note: Lately the governor has indicated his budget priorities, including education, can be funded with approximately $200 million of new revenue.)
