    Extractions: A two-year research study partnership between the Illinois State Geological Survey (ISGS), natural gas storage companies and the Department of Energy's Federal Energy Technology Center will develop 3-dimensional computer models for natural gas storage wells in the Mt. Simon Gas Storage Fields in the Illinois Basin. Underground, water-filled sand/sandstone aquifers in the Mt. Simon area in Northern Illinois are used extensively to store natural gas for peak seasonal usage in the Midwest. In Illinois alone, the Mt. Simon formations hold 60% of the total gas storage inventory, an important supply for peak winter deliveries for northern Illinois cities, particularly Chicago. Illinois is ranked fourth in the nation in natural gas storage with between 1.2 and 1.6 trillion cubic feet (tcf) of gas in storage. It has 600 billion cubic feet (bcf) of working gas. That is the gas stored in reservoirs for use in the winter months. The remainder is cushion gas, which stays in the reservoir year round. The physical structure of the Mt. Simon reservoirs, however, is geologically complex, making it difficult to predict their performance as natural gas suppliers.

Wayne Hays (D., Ohio) dismissed the program as just "an opportunity for state bureaucrats to get together with federal bureaucrats and exchange ideas on how not to do anything at all." As it later turned out, the grouchy chairman of the House Administration Committee had somewhat more advanced notions about public personnel management. The act that was passed in 1970 provided direct federal grants to help state and local governments improve their personnel systems. Matching funds were to be made available for various training and management projects; for the temporary assignment of federal employees to other government agencies; and to support graduate study in the form of government service fellowships. After the first three years, the 75 percent federal share was lowered to 50 per cent. Funds were used to prepare Spanish language training manuals in Chicago and to conduct job classification and compensation studies in other Illinois cities and villages. About 400 federal workers were transferred to state and local jobs in Illinois, including the Walker administration's Environmental Protection Agency director, whose salary was paid out of federal funds.

The State Water Survey thinks something can be done about the weather. Illinois' model weather modification law is a basic step toward controlled experimentation ILLINOIS weather can be changed—at least to some extent. Rainfall can be increased and hailstorms can be partially suppressed. A weather modification statute, proposed by the Illinois State Water Survey, has been in force for almost two years. The techniques of weather modification have not been completely refined, but as the General Assembly has officially stated, weather modification "is subject to regulation and control in the public interest." Increased rainfall at the proper time and prevention of crop-damaging hail offer obvious benefits to farmers who raise corn, soybeans, and wheat. But the Illinois State Water Survey did not press for legislation until the staff had assessed the economic implications, ecological impacts, and social attitudes toward weather modification for the state generally. Legislation was deemed a prime requirement, not only for the proper execution of scientific experiments on weather modification in the state, but to protect Illinois citizens from improperly conducted weather modification operations.
