She is dyslexic and writes slowly, needing more time than the average student to complete assignments. Eltz would stay up until 3 a.m. doing homework – and half of it still wouldn’t get done. “Because I write kinda slow,” she says, “I would miss half of the notes on the projector too.” Aurora Principal Chuck Holloway says, "My goal is to create a place where kids will want to come to school." Discouraged, Eltz dropped out of high school at 16. At age 18, though, Eltz has found a new academic home at Hammons Off-Campus School in Martinsville, Ind. A public alternative school that is part of the Martinsville School District, Hammons has helped to turn Eltz’s life around. “My future plans are to get my diploma and study to become a veterinarian,” says Eltz. “At Martinsville High School, I basically made all Fs. Here, I have a B average. I don’t feel rushed here and can go at my own pace. The teachers have more time to help me too. Without Hammons, I wouldn’t have gone back to high school.”

    Extractions: The City of Indianapolis, led by Mayor Bart Peterson, and the Indianapolis Public Schools (IPS) will provide "at risk" students at a new alternative high school and middle school with the latest communications advances via a grant from 3Com's Urban Challenge program. Using the grant, the schools, one which will occupy a retail space donated by the Simon Youth Foundation (SYF) and the other located in Indianapolis' historic Union Station, will deploy 3Com switching and voice technologies to help students attending these schools bridge the digital divide. Working with SYF, students will use the 3Com systems to enhance a self-paced, self-directed curricula developed by IPS. After hours courses will include GED programs and 3Com's NetPrep program, a two-year course that introduces juniors and seniors to careers in network management and prepares them to earn an associate's degree in network administration. The middle school will use 3Com technologies for network services designed to sharpen students' focus on values and leadership skills. Students attending these alternative schools will receive mentoring from community role models. The Indiana Pacers of the National Basketball Association are a key sponsor of the project. One school will actually be named "Pacers Academy." IPS is primarily using 3Com equipment today, and the two new schools will be connected to the IPS backbone.

That's a fair method that eliminates the potential for favoritism, supporters say. But others say it's a system that's outlived its usefulness and fails to reward the best or hardest-working teachers, or get them into schools and fields like math and science where they are needed most. Kentucky soon will experiment with a system that aims, in part, to boost teacher quality and reduce critical shortages. Under a pilot program available to at least five school districts by 2003, some Kentucky teachers could receive raises or bonuses based on performance evaluations, added duties or training, or for working in a high-needs school or hard-to-fill fields, such as special education. Actual amounts still haven't been worked out.

Local/Regional News Item Sunday, September 1, 2002 The Courier-Journal Roosevelt-Perry Elementary School near downtown Louisville has the greatest concentration of low-income students in Jefferson County, and its effects are hard to miss. Some incoming students lack basic reading skills, parental involvement is minimal, teacher turnover in some years has been high, and nearly half the school's students scored near the bottom on state tests last year. But if Jefferson County school board member Stephen Imhoff has his way, the district would disperse such high concentrations of poor and low-scoring students by busing them to middle-class schools. In more than 30 of the district's schools, low-income students constitute more than 70 percent of a school's student body. Imhoff will propose a plan next year to add income and ability to a formula that already considers race when determining where students go to school. It's an approach being tried in a handful of districts nationwide, and one that backers say boosts achievements of low-income students.

If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality.
