The proposal is the centerpiece of the Department of Education's legislative agenda for the upcoming session of Indiana's General Assembly. "To increase student performance, to increase literacy, to promote a skilled workforce, and to increase economic development we must focus on enhancing the reading proficiency of Indiana students," said Dr. Reed. The program will focus specifically on three areas: Early intervention programs such as Reading Recovery for early grade levels; A renewed investment in school library books; and Adequate funding for the state's adult education/literacy programs. After releasing details on the proposal, Dr. Reed and the special guests visited Brookview Elementary School of Warren Township in Indianapolis to see firsthand the Reading Recovery program at work. "Too many Hoosiers, students AND adults, have not mastered the basic skill of reading. We know this to be true when we review student assessment scores and examine the needs of the adults in our adult education programs," added Dr. Reed in highlighting the proposal's three components.

Extractions: TO: All Superintendents FROM: Jacqueline Morris, Office of Learning Resources DATE: March 29, 1996 Governor Evan Bayh has proclaimed April as School Library Media month in Indiana. A copy of this proclamation is attached. Library media centers throughout the state will be engaged in a variety of activities to celebrate the month and National Library Week, scheduled for April 14-20, 1996. This annual national observance is sponsored by the American Association of School Librarians (AASL), and will highlight the successful American Library Association program and theme from the previous years, " Libraries Change Lives.Call.Visit.Log-On." Major emphasis will be the information needs of Americans and how school library media centers support information technology. During National Library Week, school library media specialists are encouraged to plan promotions and activities that focus on technology in libraries. On Tuesday, April 16, school library media specialists, along with public, college, and university librarians, will be asked to participate in "Log on @ the Library" Day by hosting demonstrations of the information highway for policy makers and the public. ALA suggests that media specialists of libraries that are not on-line, show school boards and councils what the community is missing and what type of support the library needs to get connected. This demonstration "provides an opportunity for public, school, college, and university libraries to generate visibility and show the variety of information available to the public on-line."

The prospective all grade or senior high-junior high/middle school teacher is advised by an instructor in his or her major teaching field. At the time the student is admitted to the Teacher Education Program, he or she is considered a joint registrant in the School of Education and the college or school of the major department; however, all administrative actions in regard to the baccalaureate degree program will rest with the college or school in which the teaching major is located. (See School of Education Procedures and Regulations for Students.) INCOLSA has seen no increase in funding for more than 10 years. As Indiana academic, public, school, and special libraries, demand more from the collaborative efforts afforded them through INCOLSA, increased funding is imperative. To seek continued state funding for the Inspire shared databases Inspire provides access for all Indiana citizens to shared online databases through either a home computer or access at a library. Academic, public, and school libraries have accounted for 70% of the Inspire usage in the first year, while 30% of the usage has been from home and business sites. Recently, a single day usage of the system resulted in 250,000 full text pages being downloaded. Since its debut in 1998, close to 50 million pages of full text have been downloaded from the Inspire databases. The cooperative state-wide effort is maximizing the impact of tax dollars spent on information retrieval.
