In addition they have been victims of human rights and humanitarian law violations. In July 1998 Israel presented its initial report to the United Nations Human Rights Committee, the U.N. body of independent experts responsible for monitoring implementation of the International Covenant on Civil and Political Rights (ICCPR) and its two Optional Protocols. It was the first time that Israel had reported on the full range of civil and political rights guaranteed under international law. In its "Concluding Observations" on Israel's report the Human Rights Committee acknowledged Israel's security concerns, but identified twenty-one areas of concern, in some cases recommending specific steps to end the violations. In particular the Committee expressed concern over Israeli interrogation practices, urging Israel to cease using methods of handcuffing in painful positions, hooding, violent shaking and sleep deprivation that are believed to be authorized in Israel's confidential Landau Commission interrogation guidelines; the use of administrative detention; the use of prolonged solitary confinement; discrimination against Palestinians living in the Occupied Territories, in particular in regard to planning and building permits and access to land and water; the Israeli security forces "use of firearms and rubber-coated metal bullets in dispersing demonstrations - resulting in many deaths, including of children; restrictions on Palestinians" freedom of movement, and on residency in East Jerusalem; and the practice of demolishing Arab homes as a means of punishment or because they were "illegally" constructed.

For 24 years, the New Israel Fund has worked to support the vision and strengthen the democracy envisioned in Israels Declaration of Independence and its basic laws, promises all citizens fair and equal treatment under the law. With our help, a thriving non-profit sector advocates today for the rights of many facing discrimination in Israel including new immigrants, the disabled, the underprivileged seeking a road out of poverty and communities in need such as battered women and rape victims. Fundamentally, we believe that all of Israels citizens, including 1.2 million Arab Israelis, are legally entitled to the same rights and benefits of citizenship as Ms. Glick. Through our work, we hope that Israel will do much more to provide those citizens with equal, or remotely equal, services and benefits. To better understand, perhaps Ms. Glick should visit an Arab school that receives one third of the funding of a Jewish school or the unrecognized Bedouin villages in the Negev that function without sewers or electricity, let alone schools and health clinics.

This latest meeting of Arab ministers who met to agree a strategy to combat 'terrorism' has left the way open to broaden provisions of the Convention dealing with the media to include the internet. In particular it was agreed that printing or publishing anything which might promote or encourage 'terrorism' should be a criminally punishable offence. In the absence of a clear legal definition of terms like 'terrorism', 'violence', terrorist 'purposes' and 'attacks', there is a risk that the Convention will be, and is already being, further abused to punish people for non-violent acts, including those related to freedom of expression and human rights related work.
