The term Deaf-Blind has been spelled in several different ways, i.e., deaf-blind, Deaf-blind, Deaf-Blind, Deafblind, deafblind, etc. The chosen spelling is often reflective of ones personal view and/or involvement with deaf-blindness. Regardless however of the terms grammatically-correct English spelling, deaf-blindness refers to the unique condition resulting from the combined effect of the loss of both vision and hearing. Thus, those with a dual-sensory impairment are not deaf and blind nor blind and deaf. They are uniquely Deaf-Blind. The federal definition for the Deaf-blind is: Deaf-blindness means concomitant hearing and visual impairments, the combination of which causes such severe communication and other developmental and educational needs that they cannot be accommodated in special education programs solely for children with deafness or children with blindness. 34 CFR 300.7 (c) (2)
Extractions: he Mid-America Regional Council (MARC) created the Metropolitan Council on Child Care (MCCC) in 1989 to promote cooperation in the region's early education community and to address the increasingly serious issues of quality and access to services for families in greater Kansas City. MCCC works to promote change in the systems that impact early childhood programs in the metropolitan area. By supporting the development and implementation of new initiatives, serving on numerous community steering committees, continuously evaluating the current system and convening community agencies to address specific needs, MCCC helps prepare the region's children to succeed in school. MCCC oversees the following initiatives: Partners In Quality (PIQ) PIQ was formed in 1996 as a collaborative among 16 organizations committed to creating high-quality, accessible early childhood care and education throughout the Kansas City community. There are now 26 partner organizations. Many new initiatives have been launched through PIQ's collaborative efforts. Public Policy Partnership This partnership is a collaboration of community policy partners whose primary interest is to advocate on behalf of early childhood issues. It works to develop and implement an advocacy agenda in each legislative session to improve the quality of early education in greater Kansas City and the states of Kansas and Missouri.
