Excerpt: Shebaa Farms (Arabic: , ; Hebrew: , Havot Shebaa or , Har Dov) refers to a small piece of land with disputed sovereignty on the border between Lebanon and the Israeli-occupied portion of the Golan Heights. Both Syria and Lebanon agree that the Shebaa Farms are within Lebanese territory, however, Israel maintains that the area is within Syria's borders and continues to occupy the territory. The United Nations agreed with Israel that the area is not covered by Resolution 425, which governed the withdrawal from Lebanon, inasmuch as the Farms are not Lebanese territory, and the UN certified Israel's pullout. The area in question is about 9 km (5.5 mi) in length, and averages 2.5 km (1.5 mi) in width, coming to about 22 km² (8 sq mi). It is located about 3 to 12 km (2 to 7.5 mi) southwest of the Lebanese village of Shebaa, and about 5 to 7 km (3 to 4 mi) northwest of the Druze village of Majdal Shams. Shebaa Farms is situated on the southeastern side of a long, broad ridge descending to the southwest from Mount Hermon. The northwestern edge of the area corresponds to the international Lebanese-Syrian border (still recognized by the United Nations) along that ridge. The southeastern edge lies parallel to Wadi al-Asal (Nahal Si'on), a 16 km long wadi that flows into Israel, draining a portion of the relatively precipitation-rich Hermon ridge in the northern Golan Heights. These "edges" are connected by the Shebaa Farms' northeastern limit 2.5 km east of IDF military camp at Har Dov as defined by a 2007 UN report. From the author: This article examines the hydropolitics of the Middle East, through a case study of the Litani River of Lebanon. The main thesis is that the desire to obtain additional water sources has been a primary influence on geostrategic interactions of Israel and its Arab neighbors. Israeli efforts to utilize the waters of the Litani help explain the establishment of the security zone in southern Lebanon. The apparent decision by Israel to retain access to the river makes it difficult for Lebanon to regain political stability and economic viability.
