But there is as much contrast in Maine's municipalities as there is in its geography. Its communities vary greatly in terms of population and in land area. For example, the busy harbor city of Portland has more than 60,000 residents, and the small town of Centerville has 19. And the city of Ellsworth covers over 84 square miles, more than 40 times the size of Maine's smallest community, Randolph. Geographical location had much influence over where settlements were located in Maine and how much they grew and prospered. Portland and Searsport prospered as commercial centers because of their deep and safe harbors. Most of Maine's cities are located on the state's major rivers. In the early days these waters provided the only source of power for industry and were a transportation link with the sea. The availability of other natural resources was an important factor in determining where settlements were made and how they prospered. Some had rich soils for farmland; others were near vast forests for logging operations and the manufacturing of forest products. Communities located near mountains, lakes and ocean beaches have thrived through the years as vacation and tourist centers. This has been particularly true in more recent years as transportation has improved. Adequate transportation has always been a key factor in the development of Maine communities due to the state's location. This statement can be supported by the fact that in the late 1970's more than 70 per cent of Maine's population resided in a corridor 20 miles on either side of the interstate highway system, which runs from Kittery to Moulton. In contrast, more than 40 per cent of the land area in Maine, mostly in the northwest section of the state, is inhabited by only about 6,000 people. This area is in the form of unorganized townships. It has no local government and is supervised and taxed directly by the state. About half of Maine's approximately one million citizens live in communities of 5,000 or more population.

The Census Bureau's Population Estimates Program (PEP) produces July 1 estimates for years after the last published decennial census (1990), as well as for past decades. Existing data series such as births, deaths, Federal tax returns, medicare enrollment, and immigration, are used to update the decennial census base counts. PEP estimates are used in Federal funding allocations, in setting the levels of national surveys, and in monitoring recent demographic changes. A methodology reference accompanies most of our population estimates offerings. How are estimates different from projections? There is not a distinct dichotomy between population estimates and population projections, but there are some differences in time reference and derivation. Estimates usually are for the past, while projections typically are for future dates. Estimates generally use existing symptomatic data, for example, (births, deaths, migration), collected from various sources. Projections must assume future trends for fertility, mortality, and other demographic processes. At the Census Bureau, the population projections use the latest available estimates as starting points. In our current product offerings the user may see both an estimate and a projection available for the same reference date, which may not agree because they were produced at different times. Legally defined county subdivisions are referred to as minor civil divisions (MCDs.) MCDs are the primary divisions of a county. Twenty-eight states and Puerto Rico have MCDs. However, the MCDs function as general purpose governmental units in all or part of only twenty states. The legal powers and functions of MCDs vary from state to state. Most of the MCDs in twelve states (Connecticut, Maine, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin) serve as general-purpose local governments.
