The 1% increase is a death knell for many programs and services as few communities will be able to make up for the loss. However, I regret to report that I do not find the ratings system in AFT's 1999 draft of Making Standards Matter to provide accurate or useful information about the overall quality of Maine's statewide standards, the Learning Results. Quality Standards vs. A Common Curriculum First, I must disagree with one of the basic premises of your rating process: that the more prescriptive statewide standards, the better. Despite giving lip service to the need for local instructional flexibility, your ratings criteria quite clearly equate strong standards with a common statewide core curriculum. The main rationale given for your expectations of specificity in state standards is that quality standards will be specific enough to create a common curriculum. A common curriculum is not the same as a common set of standards for what students should know and be able to do at each grade level. Standards define acceptable outcomes; the curriculum is one of the inputs.

The 54-credit hour program spans approximately 14 months, from June to the following August. The two summers are dedicated to 18 credit hours in special education coursework. The academic year, August through mid-May, requires 36 credit hours for a full-time internship and supporting courses. The first PEP grants were awarded to 15 K-12 schools in January. SRI International's Center for Technology in Learning (CTL) in Menlo Park, Calif., administers the program, and develops and conducts evaluations to study the learning uses, experiences and effectiveness of Palm handhelds for teaching and learning. "We believe that partnering with educators in doing research on the best practices and impact of handheld computers in education is one of the most important projects we can undertake," said Mike Lorion, vice president of education markets at Palm, Inc.
