The Pentagon spent more per recruit than ever before to entice young people to join the services in the year ending September 30, 1999. During that period, $1.8 billion was spent to bring in 186,000 new recruits, an average of $9,677 per recruit. The total expenditure is much greater when the cost of initial training is added. For example, the Army spends about $35,000 per recruit to sign up and train each new soldier. All of the services have substantially increased their advertising budgets. The Navy went even further by assigning a lot more military personnel to recruiting duty and by hiring film director Spike Lee to direct a series of Navy commercials. Despite this huge investment of public funds, two of the four service branches (the Army and Air Force) failed to meet their recruiting goals. It is important to place these "shortfalls" in perspective. The services have steadily increased their recruitment goals since the mid-1990s. Missing from the public discussion is any consideration of just how much (funding and new recruits) is enough. Also missing from the public discussion is what these recruiting pressures have meant for young people. There has been an increase in the amount of inappropriate and fraudulent behavior experienced by young people at the hands of recruiters, which has long been a problem. This is reflected in at least two ways.

That's the result of a deal struck between Navy Secretary Gordon England and Air Force Secretary James Roche to transfer the Naval Postgraduate School's aeronautical engineering department to the Air Force Institute of Technology at Wright-Patterson Air Force Base near Dayton, Ohio. In return, the Air Force Institute will move its meteorological and military acquisition and procurement curricula to the Navy school in Monterey. A memorandum of agreement was signed by England and Roche on Wednesday. The agreement was described as an "alliance" between the two service schools by Lt. Cmdr. Joe Navratil, spokesman for NPS. Under the agreement, the Navy school will offer meteorology and courses in military acquisition, which were once offered at the Air Force Institute, and the institute will take over aeronautical engineering education, he said.
