Introduction STUDENT participation on boards of education is a small part of a much larger movement towards meaningful student involvement throughout education. Since the 1960s this effort has waxed and waned, according to the will of school officials and the sincere interest of students involved. Today that tide is turning, and students across the US are calling for deepened engagement in the decision-making that affects them on all levels - in the classroom, in the auditorium, and in the boardroom. In Washington state the Seattle Young People's Project is calling for two students - one male, one female - to be elected to the school board through popular vote among students. These students would ideally represent the diversity and power of young people throughout the district. The Washington State Resource Guide is being created to support the work of these young people in their struggle, as well as the adults who ultimately choose the fate of student voice on the school board.

Robert Ehrlich is wasting no time in forging ahead with his plans to bring real educational choice to Maryland in the form of charter schools. Some 39 states and the District of Columbia have charter school laws, which permit parents, teachers, colleges and other entities to open schools for students who are being poorly served by the public-school establishment. The public charter schools proposed by Mr. Ehrlich would be non-sectarian and have increased freedom to hire teachers and devise their own curriculum and policies.       A key provision of the Ehrlich bill would authorize the state school board, local boards of education, institutions of higher education and other groups authorized by the state board to grant school charters. This greatly threatens the effective monopoly control currently enjoyed by local school boards, who have used this control to block charter schools from operating.

Never before have we had any definition of adequate state funding. We thank Governor Glendening for the historic levels of funding for PreK-12 education even before the Thornton Commission had established the level of adequacy. As education professionals, our charge for the future is to come together with school boards, parents, the community, and local governmental leaders to assure that the programs made possible by the new law are well-planned and properly supported at the local level. MSTA is poised to use the tools approved by the passage of SB233—the collective bargaining reform bill—to advance the proposition that this association and its members are ready and able to be full partners with school systems in the development and implementation of programs designed to improve student achievement. Too many decisions have been made far from the classroom where the very specific needs of our students are on display every day.
